The x-men annual 14 is the first full app of Gambit. He appears in around 14 panels, is named, and talks with the other x-men. It came out a month before 266. The reason 266 is more desirable is because of him on the cover, and it says "enter Gambit".

The annual is. However so is Hulk 180 not 181. Its the character on the cover of both that people like so they go for more. Unless peoples perception changes of course over time. Or Conan 23 is Red Sonja not 24 etc.

I think the annual was supposed to be his second, but due to scheduling issues, and even though it was intended to be his second, the Annual was his first. Even though it was as part of an ensemble, He’s just in the comic too much not to be considered a first appearance.
Makes me wonder if the main reason why people assumed that the regular issue was his first is because people don’t buy annuals that much causing it to be missed by many for so long. Combined with the lack of dating doesn’t help.

Uncanny X-Men Annual #14 is Gambit's first cameo appearance which is a couple of weeks earlier than Uncanny X-Men #266 first cover appearance and story line continuity of the Uncanny X-Men series.
Technically Gambit's first appearance altogether is Uncanny X-Men Annual #14, now the Uncanny X-Men #266 story line continuity with Gambit's first full on appearance in the Uncanny X-Men comic series is what most will look into more because of the story line series besides his first cameo appearance.
Now what if Gambit was not on the cover of Uncanny X-Men #266 as his first cover and full on appearance in story line continuity? Where It could have been his second appearance and not his first appearance because he's not on the cover of Uncanny X-Men #266. Therefore there wouldn't be a debate about it knowingly of course that Uncanny X-Men Annual #14 is the comicbook most would talk about more than Uncanny X-Men #266, unless of course if it's just the story line continuity on Uncanny X-Men #266 with Gambit on each of the pages in the comic would be the reason for most to want the comicbook more just for the story without Gambit's first cover appearance.
So i guess with all that said if it were to be the case it can be a 50/50 reason in how one may look at it as; Uncanny X-Men Annual #14 *Real first cameo appearance of Gambit and Uncanny X-Men #266 first cover appearance of Gambit and *Story line continuity, which it all depends what the comicbook collector and reader may go for that may fit their interests in first.
There's no wrong or right answers to these things, that's what makes this comicbook hobby and the comicbook community interestingly fun.
Me personally i like the Uncanny X-Men Annual #14 cover more over the Uncanny X-Men #266, because of the vibrate colors the Annual #14 has on the cover shows lots of action on it and of course Gambit's first cameo appearance which i can't say no to and it's reasonably priced and not expensive. Uncanny X-Men #266 way too pricey for me lol.
