Well duh it's a war torn nation, of course it is, I'm just hoping Hoyo will keel releasing small updates where we come back for new world quests in old region, to show progress and changes in them.
So far it's mostly small quest and commissions that have progression like that. And they're very short.

Oh my fucking god, that was beautiful! The ending made me tear up a bit. Inazuma's story may have been rushed, but the side quests and stories and the lore offered us new insight and depth regarding the tragedies that befell the nation before the Archon Quest. Before the Traveler.
