Not tip stall, just simply too much plane for the pilot. CG might also have been off a bit but regardless, not expierenced enough to be flying that plane.
It kept wanting to drop the left wing during left turns when you pulled elevator. Try rerigging BOTH ailerons up a couple of turns. That will add washout and reduce the chance of tip stall.
It was dropping the wing because he had a strong tail wind when making those downwind turns. All of the upwind turns looked okay. He never carried enough speed during the whole flight. I'm baffled as to why he decided to take off and land downwind.

Your problem is that you have flown it like a glider. You must fly fast, it's a low wing

Too sharp of a bank you need a lot more speed its not a park flyer.
