1:32 can anyone explain the tactic to me? It looks like South Africa were refusing to create a maul, but why not?
As long as the South African players didn't create a maul it remained open play and this of course meant that nothing really happened for however long the ball was held up and the timer ticked off. As far as I know South Africa were ahead so this helped them out as they effectively had to defend their lead for a shorter period of time
If the South Africans form a maul they are more likely to lose possession.
If they form a maul then the most likely end to the maul is that it goes to ground. In the event that a maul goes to ground and the ball is not immediately available then the whistle blows and the restart is a scrum with the put-in to the side that did not take the ball into the maul (in this case not SA).
As long as it remains as a tackle, if the ball carrier eventually goes to ground then the tacklers must release him and allow him to play the ball.

In Rugby you need to stay behind the goal line and you can charge the kicker only when he "begins his approach". The kicker in this case had lifted his foot as to start the motion so technically it counted as the beginning of the motion and thus the other player could contest the ball.
