Personally, I think it's okay to pass down old stuff to the younger siblings, with permission ofc. But they shouldn't forget about the older one all together. Like, buy the older sibling new stuff when the older stuff get passed down. I have loads of my older sister's clothing and stuff that she can't wear or grown out of (either it's too small or she doen't like the style anymore), she just gives them to me, and buys new ones for herself. And we're fine with it. Hand me downs are okay, but forgeting about the older child is not.
