This is a major issue with India, one language, as long as people don't have the willingness to come out of their narrow mindedness, the real progress is very far. People are very careful about the inside of their house. It is very much needed, but they have to develop this sense with the outside of the house and the public places as well. The central govt. as you see is trying to achieve these through their policies.
