A law can only become law when it passes the parliament ethical standards. In this case , the census statutory law in parliament was not passed.Therefore it is not a law.So how can you use a law that is not legal law to arrest???

Census is mandatory by law in every country. In the west, you can be arrested and charged to court for failing to participate in census.

@@attougadguy3507 I doubt you live in the US. Coz if you do, you will never say that census is not mandatory in the US by law. I live in Canada, Manitoba province to be specific. I am frequent to the US because I have my in-laws in Fargo and Grand Forks, North Dakota. What you can tell me is that they do it in a more civilized or different way. They don’t send census agent to enter your home and obtain information from you; they send you a mail containing an envelope with a census form and a letter that states the statutory legislature that mandates citizens to comply, and warnings that clearly let citizens be aware that failure to comply with the census process, or sending false information will be tantamount to a criminal offense that may require arrest and prosecution as the case may be. In fact, there is a separate statement of declaration that you will have to sign to indicate that you have read and understood that not complying or sending in false information is a criminal offense. The census form together with statement of declaration will have to be mailed back to the government agency responsible for the census program. Manitoba has just recently concluded a census. So saying that you have the right to decline is nonsense and a complete lie.
@@attougadguy3507 not participating in the census process is in itself an obstruction of the process and is a crime. In Sierra Leone, because of the hight illiteracy rate, government has no choice but to send their agent to your home and collect the required census information. Failure to comply is a crime, and yes you will be arrested including those that cause the incitement, even if it in millions.
