Based on the size of the groundhog, it appears to me that it's a baby. That would explain its apparent lack of fear when faced with a mortal enemy.

Suprised. Even an adult Seasoned Red Tailed Hawk will take an adult ground hog. They attack other raptors such as Eagles and great horned owls. Why are you suprised? Ground hogs figure very favorably into a Red Tailed Hawk' s menu. If anything , this video just proves how efficiently this adult hawk does it's job. Excellent capture

I remember watching a similar situation with a hawk & a squirrel. The hawk was pirched on a branch about 7 ft off the ground looking straight down at a squirrel that just appeared to be petrified. After about a 2 minute stand off, the squirrel took off running & the hawk did nothing. I was totally deflated, i couldnt believe it. Then out of nowhere it swoops down where the squirrel was originally sitting & it plucks the squirrels baby right out of its hole. My mouth dropped as i watched this hawk fly off with the squirrels baby. And i look down & the mom/dad squirrel was watching as it took off with it too. Brutal to watch, for sure.
