Brad and his wife are homeless in Winnipeg, Canada because welfare cut them off for a year!

  • Brad and his wife relocated to Winnipeg after they lost everything in British Columbia. For the last 16 years, they lived on the streets homeless while trying to get assistance.
    They were finally approved for Social Assistance and rented a duplex. Because in many situations welfare does not provide enough money for people to pay for rent, utilities, food, and basic needs, Brad and his wife found themselves having trouble being able to survive. They then had another couple move in to help with the cost of living.
    Most public welfare programs have ridiculous rules. Because Brad and his wife allowed people to live with them, regardless of the necessity of needing the extra income to cover rent and utilities, the couple was cutoff from Social Assistance for one year!
    In case you didn't get all that, Brad and his wife were on the streets of Canada living outside homeless for 16 years! They finally got approved for Social Assistance and got off the streets. Because of the high cost of living, they allowed another couple to move in. When Canadian welfare found out, Social Assistance was cut for one year causing Brad and his wife to become homeless again!
    In four more months, Brad and his wife will be back on Social Assistance. Until then, they sleep outside. The weather report says it will be 10°F tonight! Brad and his wife are not homeless by choice. They are homeless because of system failure and bureaucracy!

    I need to add my two cents. I have been dealing with Brad for well over 10 years. You need to take what he says with a grain of salt. When he said he is sober, that is far from the truth. I have seen the man receive a $50 gift card to Safeway which he imediately tried to flip for $20 as well as him abusing drugs. He is an agressive panhandler when he doesn't get his way and can be very unpredicatble. I am sure there is some truth to his story, but at this point I can not believe a word this man says.

      I've lived in the neighborhood he operates in and I can honestly say hes totally untruthful. Never seen his wife once and have asked to meet her. He plays up the schizophrenic part and will act as he is in direct contact with god then changes his story to the next group if it helps his chances.

      Yeah I know that dude, he tried to use a fake cheque on me, he said he works at wild planet and they gave him a cheque and he wanted me to deposit it in my bank and I guve him what I had in my account and I can keep the amount on the cheque when it clears, I said nope, I ain't doin that, and when I left I seen him throw his so called pay cheque in the trash... and he got my buddy evicted from his place because he got him to bail him out of jail with his rent money because he swore he pay him back, and he didnt, and he pawned off my friends iPod with out telling him..

    He has been telling the same story for years. Hes been waiting to get past his one year ban from welfare for over 10 years that I've known him. Never put eyes on his wife once and couldnt confirm if she exists. When I first met him he came to me and talked about his schizophrenia and how god told him to ask me for money. Then next group of ppl would approach and he didnt know I was paying attention and used a completely different story about how the system wronged him. I have worked with the homeless community for over 4 years and laid out all available resources and his reasons for not being able to access them are totally false ( lies). Like the old adage says:" how can you tell a drug addict is lying? Their mouth is moving"

    If you get housing assistance here in the states, the same rule applies. You can't have anyone stay at your place any longer than two weeks.

    To get into school at age 62 my worker said I should try employment assistance. I was living in a bachelor suite and my rent was $678.00 which isn't too bad. I was cleaning graffitti but because of my age I was not quite able to keep up with the work so I was pretty much forced to find something I was capable of doing. Based on her suggestion i went to Employment Assistance and was flat out you need to move out of your accommodation and find a shelter to live in. LOL. I didn't get angry or frustrated I remained calm stood up and looked him straight in the eye and said, "You know what I really don't want to be here talking to you but I'm here because my worker suggested I do and that's the only reason. I'm not sure how you people look in the mirror and sleep at night but it must be hell." What a horrible job to perform just to earn a wage. In the end I convinced my worker I'd be okay the way things were and i eventually ended up in school and graduated.

    I recently saw an article about a Warming House for the homeless I believe it just opened in Medford, Oregon. They should provide these in all cities especially in the colder months, and rainy days.

      Isn’t it strange how people blame “the system” or “capitalism” when it’s them that’s not ending this? It’s sad that people must be forced to pay to help them (through taxes) instead of just doing it themselves.
      Before you blame something else, look in the mirror and ask yourself “how much am I sacrificing to help them?. If it hasn’t inconvenienced you, then you’re looking at the real problem.

      btf I will admit no such thing because I neither implied anything of the such nor is it true. victim blaming? I’m not doing any such thing. I pointed out that those who complain about “the system” and “capitalism” aren’t ending the problems associated with homelessness. Instead you’re blaming someone or something else instead of facing the fact that YOU aren’t making a difference.
      It’s easy to blame the neighbors for your neighborhood looking trashy when you aren’t even willing to go and pick up the garbage on the ground.
      The fact is, capitalism has made people abundantly wealthy and instead of individuals using their abundance to help the less fortunate, they spend it on new cars, new phones, etc. To make it even worse, they then turn and blame those much richer than themselves and/or capitalism that provided the means for them to have all of the luxuries that they enjoy.
      If by “system” you mean the government, then I would agree that they hinder people from their achievements. But again, those that complain of that want to try and fix it by having more government, not less. I’ve never seen a mean and vicious animal become less of a problem by feeding it more and making it stronger. That’s how people treat their government for some weird reason.

      You don't seem to understand what a strawman fallacy is. You continue to commit it by misrepresenting my arguments.
      1) I never said nor implied that people who complain aren't doing anything. Re-read my comments and perhaps use sentence diagramming to grasp what I actually said. I said they haven't "ended it". That's not the same as saying that they haven't done anything. You gave a perfect example of a strawman.
      2) I can't say definitively that the people who complain aren't also volunteers and make donations, which is why that wasn't my argument. But to that point, from my observation and experience, the people I've seen who engage in volunteering and charitable giving tend to have very different perspectives and don't complain about such things. Since my observation and experience is limited, I wouldn't dare make the declaration that none of them do or that what I've observed is characteristic of all or even most of those who are generous with their time and money. That would be a logical fallacy.
      I suppose if we're going to talk about people who are wealthy, it demands that we qualify terminology, such as what qualifiers you are using to determine whether or not someone is wealthy. I suspect we have pretty different ideas on what wealthy looks like.
      Ahhh, the problem with government is capitalism and not the other way around huh? Well first off, businesses that use government to gain unfair advantages in the market place isn't capitalism. That's called "cronyism" or "crony capitalism". That can only exist when the government: A) Is allowed to operate outside of a just and limited manner. B) The government has way more power than it should and therefore can exert power not delegated to it over other companies. Eradicating capitalism won't fix an unjust and corrupt government. There has been historically and currently exists governments that are corrupt in countries that aren't capitalistic. If our government had very little power and companies couldn't use them to gain an unfair advantage over a competitor, then it would be very difficult for cronyism to occur. That's why I see the government as the problem, not capitalism.

    My grandparents were immigrants. Barely spoke English. Came from dire poverty. Worked any job to get by, coal mining, tobacco picking, cleaning houses, taking in laundry. That was in the dirty Thirties. They stood together with family and looked after each other. Tough as nails but loving as 🕊 Doves. I miss them so much. They were an inspiration. Different times I guess. Best of luck to all homeless. 😘

    Instead of your 3rd wish to be back on assistance, how about a job? I'm not trying to be heartless, but this is part of the problem. Even something like at Walmart stocking shelves isn't that hard of a job to get. I get it, the mental health issues make things difficult, but when I see people only wanting to get back on government assistance, and not ask for a chance at a job, I get a little annoyed. And before anyone says anything, yes, I've done that type of work, and am currently working for minimum wage, doing a menial job, but it's better than being homeless.

      A few things. First, you seemed to have not noticed when Brad talked about his mental illness. BUT, do you happen to know anyone that is hiring homeless people that pays enough for a person to afford even a single apartment, food, utilities, and transportation? NOPE! Not even Walmart! NO ONE HIRES HOMELESS PEOPLE!
      Yet here is another BUT and it's a BIG ONE! There are more truckers than any other profession and in 5 to 10 years trucks will drive themselves. Pharmacists will be one the first jobs lost to automation. Associated Press is already using computers to write stories! In less than a decade, we will see massive job loss from minimum wage workers to skilled jobs like doctors and engineers.
      Please know your response of "get a job" is common. Just kind of still slams me that people think it's so easy for a person who has nothing to "get a job", and when I say nothing I am including a bathroom or a place to shower. It's also interesting that people do not realize the cost of housing!       I understand your point completely, I just think the end goal should be to get the person to a point where they can support themselves, such as what Medicine Hat is doing for homelessness. Give them a home, help them with a social worker and if they need counselling/psychiatric help, that too. But then help them find employment so they won't be relying on government cheques the rest of their lives. I'm not heartless, far from it, I feel horrible every time I pass someone with a homeless sign and I get mad that we live in a society that allows this to happen at the same time as we have people who have more money and material things than they could every spend/use.
      It's just when I hear it's been 15+ years, and his wish is just to get back onto government assistance, it just tells me that his end goal should maybe be shifted to employment so he doesn't need to rely on it forever. It sounds like he was on it for quite some time.
      But then again, you're right that mental illness can make things like finding a job really hard, if not impossible. There is no easy answer to this issue, and it's all too easy to judge (such as I did) based on a couple minute video, and no experience of going through being homeless. It just struck a little nerve, seeing someone who just wants more free government money, and not really a desire to start working himself in what I saw.
      As to your point on the driverless trucks, I think we have more than 5-10 years for driverless trucks, you'd be surprised. Maybe 20-25 years? There will need to be an operator still in the vehicle in case something goes wrong. I used to think the same about driverless trucks, but then I looked into it, and it's just not that simple yet. Even driverless cars need an operator standing by in case something happens. It will happen, you're right, but not for a while. The safety concerns are just too great still, let alone the tech being in the very beginnings.
      Oh and by the way, I'm 40 years old, I make bare minimum wage at a menial job, however I live cheap enough that I don't even have to work full time. I only work 25 hours/week. I make sacrifices like no car, no cell phone, just rent a single room in someone's house. I live in Calgary, not a cheap place to live at all, but I make it work. So reports saying you need $23/hour and such, well that's based on a particular standard of living, that to me, is higher than what people actually need. I can live quite comfortably off of $800-900/month, which includes rent, food and bus pass. People just need to think outside the western society "norms" of standard of living. (please don't take this as an attack on the homeless, I'm just trying to say that there are ways to make it work on very little)

      Some say auto-driving trucks will be in 3 years. Some say 30. My point is automation will be a job killer, and not just for truckers. Think of a job today and it will be gone in 10 years! Kids in college today and studying for jobs that will not even exist in a few years!
      My point is that "get a job" is really not practical as a solution to end homelessness. I am 56. Have good work experience and I have trouble getting work because of my age. No one wants to hire old people!
      I am glad you are able to provide for yourself on minimum wage. Like you said, you make sacrifices. I think many homeless people would make sacrifices too if they were offered a path to work that provided a roof in some way. You rent a room. Not many people will rent a room to someone who was homeless!
      Most people blame homelessness on the person. They feel that all the homeless person has to do is "get a job." Yet no one is offering homeless people a job or a room to stay in. That's reality!

    Unfortunately this is a pay-to-be-alive system we live in. Either YOU pay your way to stay alive or OTHERS pay your way. If people don't help themselves, at some point OTHERS will end up cutting you off, especially if you are able bodied. Even in the tightest, poorest traditional communities in parts of Asia, people CONTRIBUTE to society, even if it means sweeping the street corner or peeling potatoes 7 hours/day. A lot of these people just to want take, take and take. Some have been given more than a fair go, and continue to take. I financially assist a family member to prevent them from being homeless because they are elderly and not able-bodied. Problem is that families are often not strong anymore and communities are weak - all of which exacerbates the pay-to-be-alive nature of this world. It sucks, but not everyone can be a winner in this system.

But there are plenty of millionaires, business owners, property owners, people with inheritances, and other big cats that only collect money, and have people working under them. These leeches are equally responsible for exhausting the rest of us, riding coat tails. It gets difficult to even WANT to contribute to society when society allows fat cats to exist.

      +P.E.I. Man -Canada- Yes I agree this sucks, but it's not an easy fix. Some people just want to be left alone in this world and other people prioritise gathering as much resource as possible. The fat cats look at the way this system works and act accordingly. It comes natural to them. The idealists feel repelled by the system and it's perceived shortcomings and act according to their own moral compass. Who can really say what is 'right'? My cat enjoys killing baby birds out of the nest in a tree. It also comes natural to her.

    I've met and worked with a large number of homeless in Winnipeg and their stories are heartbreaking. So many have debilitating mental afflictions and many have been abused. Their wants and needs are just as valid as anyone else's. It sickens me to see some of the judgmental and ignorant comments on this video. Anyone ever heard of the Good Samaritan?

      Grinning Libertarian so you mean to tell me an employer is going to hire someone without an address? shows up to the interview in the same clothes smelling? employers have expectations major corporations like Walmart or Sobeys wouldn't hire him not even as a greeter small businesses wouldn't hire them because they need someone they can count on someone they can track down when when they need you they don't have the money to gamble. I wouldn't hire him. because I can't afford to invest in someone that could end up stabbed to death in the parking lot he sleeps in

    A rooming house is better than homeless,,,if they couldn't make ends meet, a rooming house could of done just fine beats a parkade..they pay 750 a month so rent might cost 400.00 thats 350,00
    for food....clothing is almost free at thrift stores...I know they said you,re not allowed to have someone living with you and hide their income,,welfare is not for people to live on its a bridge until you get a job...casual labor 6 a.m make enough for food at least.....seems to me like some drugs may be involved.....people on disability must have objective proof from a doctor...like someone who had a heart attack...obviously they cannot work....even if they could employers won't hire them because they are a liability, if you had surgery for sure you cannot work but getting someone to live with you that's a no-no their income must be included and must be disclosed immediately or you get cut off for cheating and penalized...at least they get another shot at it...CASUAL LABOR UNTIL THEN..

    This is why we need a guaranteed income for all Canadians. I will be in their shoes in 6 months because my disability has gone down.. I am 55 and I have osteoarthritis from head to toes.. I have disc degeneration in spine. I have COPD and Emphysema.

    This happens all the time. Tax payers pay for them to live for a year free , they end up sub leasing the place that we as tax payers are paying for and they pocket the money. He got caught.

      In this case, the punishment does not fit the 'crime'. All that should have been done by the government was to tell him to make sure that the others left, then verify that. Next, a case worker should have studied his case to see why, on assistance, he could not make ends meet. The one-year punishment law should not exist.

    Okay this may be unpopular... But if there is so much mental illness / alcoholism & drug addiction... among the homeless.. rather than leaving them on the streets to rot why not have some type of *health facility*.. where they could be clothed / housed & maybe get the medication / counseling they need?

    3 yrs later, nothings changed. It's actually worse. Can't make ends meet, and constantly threatening being told your going to be cut off. You can't even have a mate without a penalty.

    People with mental disabilities and are Canadian citizens cannot get help from the Canadian government. What did I tell people nowadays when they tell me stories like that I tell him tell him you're immigrant and then they will help you.

I have a question for you when was the last time you volunteered at a soup kitchen, and had a long conversation with a lot of different homeless people would be an eye opening experience for you

      Yep, very sad indeed, in Europe we have the same problem that refugees from the Middle East and from any Third World countries are being pampered by the government. None of those asylum seekers will get homeless because of UNO, they're being well-cared for by the governments even if they're actually terrorists pretending to be refugees; they're being given welfare genourously; own citizens are worse off; welcome to socialism.

      Those are NOT refugees and never were. They are REPLACEMENTS for all white people. They COULD go to Turkey, Yemen, Saudi Arabia, Qatar, Brazil, Venezuela, Columbia but NO, they go to rich, white countries with FREEBIES to take over those countries and when they get the signal, start the slaughter.

      There are already many refugees in Turkey and millions in Lebanon but in case you haven't noticed Yemen is going through a terrible war in which people are starving and Saudi Arabia has refused to take in any refugees (although they donate to other countries to take them.) Many European countries have refused to take in more than small numbers of refugees which means a lot of people are stuck in makeshift camps in places like France. It is incredibly hard to get refugee status and many people are sent back to their countries. Everyone is suffering, it's not the fault of people coming in from other places. We would also do better not to get involved with bogus wars and stop dropping bombs on people which causes them to flee in the first place.

    I've followed this page for a long time and I'm a social worker myself. At some point you have to cut people off that won't help themselves. Canada already gives you free healthcare and free college what more could you ask for in society.

      College???? what about a warm place to live in instead of the streets?! Medical will help them but what will college do when they're out In the elements freezing their butts off eventually getting sick...its a vicious cycle! HOMELESS PEOPLE NEED A WARM PLACE TO LIVE. Do you know what it feels like to sleep in the streets in the middle of winter and not have the proper nutrition that you have every day? I can almost guarantee your refrigerator has food in it, I can bet when you are cold you have a place to go and warm up. These wonderful people didn't ask for this.....LISTEN TO THEIR STORIES....They have nothing......Look at their faces when you give them something...Look in their eyes, shake their hand, ask them if they would like a cup of coffee to warm them up. I bet they will appreciate it in a huge way. Don't make the assumption their bums and a bunch of losers....They all have a story to tell and what breaks my heart is that nobody's listening. Society just walks over them along with the garbage in the street. These people are human beings...No matter what their story is, none of them should have to live this way. I never would give $$$ to the homeless, my thinking was so distorted....their drug addicts or alcoholics so they don't deserve help. One night I was just leaving one of my favorite restaurants and I would always see the same elderly gentleman standing outside..... not begging, no sign, nothing. Whenever I ate there I would always order another meal and take it to work for lunch. One night as I was leaving, one of the waitresses brought him out a cup of soup.....he shook so hard he could barely hold the Styrofoam cup. I warmed my car up, went back to where the gentleman was and asked if he wanted a ride somewhere ...he said I have nowhere to go. I brought him to my car and basically made a friend. He also enjoyed my takeout..I can't explain the lump in my throat hearing his story...it broke my heart. I didn't want to leave him in the cold that night...he said if he is able to go to a shelter early enough, he'll be able to get in. I was so thankful he did get in. For quite sometime, I would make sure to buy him a meal and maybe a few dollars....He never begged ever. He was starving and cold and never asked for anything. So yes, my friend you see was an alcoholic but he also needed to eat, or a friend to talk to or a warm place to sit for awhile. We made it a ritual every week In front of the restaurant. I truly loved him because we all forget, this is someone's father, grandfather, brother, uncle.....HE WAS SOMEBODY and I was lucky enough to hear his stories... about life and anything he felt he wanted to talk about. He would cry sometimes when he spoke of his mother...we both cried. I told him I was a nurse and if there was anything I could do for him, I would. He told me he get bad headaches, my assumption was probably from not eating so I bought him a huge bottle of Tylenol...you would think he won the lottery. My friend affected me in so many ways...I was grateful to be his friend...more than he will ever know. Then one night he just wasn't there anymore. That night my feelings changed ....all the misconceptions about homelessness. Looks are deceiving...... and yet if you truly looked, you will see a whole lot of pain and emptiness, not an alcoholic or a drug addict, a human being.This story is something I needed to share because this wonderful gentle man taught me so much in such a small amount of time that I knew him. He was a veteran, he was a father, husband, brother, son and uncle. But, to me, he was my friend and I will never forget what he gave me, so much more than money could ever buy. Thank you Charlie. I hope you finally got your peace. Thank you Mark

      Sam I Am I understand what you're saying. Obviously a college degree and quality shared-cost health care is a HUGE leg up from every perspective, and Canadians get that as a right, but that doesn't stop people from falling through the cracks and be exposed to astoundingly harsh Life conditions like living on the streets. Compassion isn't a waste of resources. Their decision making seems rational and their troubles, while easy to ignore, will be overlooked over our own loss of conscience and degradation as a society in result.

      Yes that is very true. I'v seen guys get their assistance money and go gamble it away. Then they head to the food bank and bum money for smokes. This definitely does happen, although I know people on assistance who wouldn't do that stuff either. Mixed bag.

    They need to cut more welfare benefits, across the globe. We can't keep catering to the poor. It's a changing, global economy all over the world. In the 21st century, we need to find a balance between Capitalism, and Socialism.Right now, we have the same welfare system from the 20th century. It's a global problem now.There r many more folks that need assistance.
