The only reason that you would ever have to identify yourself to a police officer is if they have reasonable articulable suspicion of you committing a crime, and you only have to speak to a cop if you are part of a traffic stop or part of an investigation (of any crime) or a dui checkpoint / state lines which are also traffic stops... other than that you never have to speak to a police officer and can ignore them just like any other ordinary person. They aren't some supreme beings that we have to bow down to, we can ignore them just like others, except under extreme circumstances.
