RTI First Appeal Status & Central Information Commission: Updates on UGC Disclosure Guidelines 2024!

  • In this video, we provide an update on the first appeal status of our RTI regarding UGC's new guidelines on public self-disclosure by higher education institutions (HEIs) for 2024. Unfortunately, we did not receive satisfactory responses to our initial 10 questions, and we are now moving to the Central Information Commission (CIC) for a second appeal.
    We previously filed an RTI to seek clarity on several critical aspects of these guidelines. Here are the questions we asked:
    Is this guideline binding in nature/mandatory for all Higher Education Institutions (HEIs), or is it optional?
    What action will be taken against those HEIs who are not following these guidelines?
    What is the deadline for the implementation of these disclosure guidelines, especially considering that the admission process has already started and students are in need of this information?
    What mechanism has been laid down to verify if the information provided by the HEIs is correct?
    What specific mechanisms and processes has the UGC developed to ensure the effective implementation of these guidelines across all higher education institutions in India?
    Are there any monitoring or compliance measures in place to ensure adherence to these guidelines? If so, please provide details of these measures.
    The guidelines mention that Department/School/Centre-wise faculty/staff details with photographs should be provided. What specific details should be included in this disclosure?
    Is there a standardized format prescribed by the UGC for these details? For example, should it include qualifications, work experience, research work, etc.?
    Placement information is a critical factor for students, which is often misused through incorrect and selective data sharing by institutions to deceive students. What arrangements or guidelines has the UGC put in place to ensure that higher education institutions provide accurate and comprehensive placement data?
    Will there be a mandate for institutions to either share complete placement data or none at all to prevent disinformation and ensure transparency?
    Since we did not receive adequate answers, we are now appealing to the CIC to ensure transparency and accountability. Join us as we discuss our next steps and what this means for students and HEIs.
