- Russian defence minister and French counterpart held a rare call as bilateral ties continue to be under strain over the war in Ukraine. Moscow said the unexpected call between Sergei Shoigu and Sebastien Lecornu was initiated by France. "Readiness for dialogue on Ukraine was noted, the starting points could be based on the Istanbul peace initiative," Russia said. France denied that it expressed readiness for dialogue on Ukraine during the conversation between Shoigu and Lecornu.

An interesting fact about France is that when elected officials of the parlement go behind the back of a president, it is usually followed by the departure of the president. This even happened to De Gaulle and Mr Macron is well into his final allowable term under French law.
The pattern is usually one of increasing criticism of the president by members of the parlement and this can lead to a collapse of the whole parlement then rapid elections. If the party of the president loses seats in the election the president's authority is damaged and he has to go.
In practice, a president usually resigns before that happens. French democracy is clear and public. The people will be not be fobbed off with cozy coalitions such as are typical of the Benelux states and some Nordic ones.
Mr Kuleba's logic that some states own Patriot missile systems and therefore should supply them to the regime he is from is faulty. It presupposes that such countries can afford to weaken their own security and that Ukraine has some sort of 'right' to more such systems than it has already been given and has lost to enemy action or misuse.
Kuleba also fails to explain why Ukraine pre-2022 entirely failed to purchase Patriots or similar itself when other post-Soviet states did, even small ones, some leased from bigger states.
Kuleba does not say why Ukraine, since 1991, failed to develop its Vympel R-73 system left over from the Soviet era, nor purchased the Polish PAC 3 ME variant of the British Rapier system or something else. IRIS T donations by Germany have been a failure through poor training or mishandling, nor did Ukraine join the CAMM project by several European states culminating in variants of Sky Sabre to suit different needs. Less vulnerable and more accurate than the ageing Patriot system, CAMM is set to replace older types in several states other than the 4 already using it.
A bad habit of the current Kiev elite is to use "new toys" as soon as they arrive and often for purposes for which they were never designed. Examples have been HIMARS, M-777, Caesar, SCALP/SS cruise missiles and vast numbers of MRLs. By now there is justified skepticism on the part of western states about wasting tax payer money -- made worse by Kiev's breaking of the agreement to not attack over the Russian border. This breaking was tolerated/ignored for a while but escalation is too dangerous for the whole world.
A sovereign Ukraine would suit everyone, including Russia, albeit a different shape in parts east, south and west, for production and trade among neighbors and beyond improves prospects and fair wealth is the antithesis of conflict.
Mr Zelenskyy's terms for peace (in essence turning back the clock) are ludicrous by any standards and Mr Kuleba must know that.
