NATO for some decades has been a shadow of its former self and a paper tiger, largely, relying overwhelmingly on the USA. This is obvious by the amount of defense spending and military capabilities of the vast majority of NATO members. Also, when NATO responded to the article 5 commitment in Afghanistan, only a few countries fielded any useful forces. Also during the Iraq war's initial invasion, Turkey refused to support the effort, denying air space and the ability to launch an attack from Turkish soil. The Germans also balked at fighting so the pinky promise is somewhat correct.
