So, I've been researching the history of the Emergency Alert System, and ran across this. Sometime back in the 70s, TM Productions made a jingle out of the Emergency Broadcast System test script, and I think they may have actually used it as a recorded test. Anyways, the FCC caught wind of this and ended up making a rule that said you could not sing the test script or read it as if it were a joke.
The EBS is serious business. :P

This was recorded and produced by TM Productions, Dallas, for WHEN in 1974. TM was then the leading radio station jingle and production company (disclosure: I worked there from 1975-1978). The initials TM stood for Tom Merriman, who was the main creative talent (writer/producer/musician) in the jingle industry from the mid-1950s until his death a few years ago. Tom also wrote commercials ("Munch a bunch of Fritos," "I'm Otto the Orkin Man," music for Las Vegas shows, Marriott's Great America amusement park, not to mention the Dallas Cowboys Fight Song!
This EBS Test jingle sounds like our seven-voice group doubled (total of 14 voices), most likely including Judy Parma, Libba Weeks, possibly Jackie Dickson, Clark Gassman, Brian Beck and Jim Clancy or Dan Alexander. Dan Peterson most likely recorded the musicians, Tommy Loy recorded the singers, one of those two mixed it, Randy Caldwell edited it and Bev Callison mailed it to the station!
Side note: when the EBS system was started, only one or two stations in each major area were allowed to continue on air if it was an actual emergency. All other stations were required to sign off and turn off their transmitters. That was because it was feared enemy planes or missles could have used the on-air signals as navigation guides for a more accurate attack strike. This concludes this note on the Emergency Broadcast System :)
You mean CONELRAD, 640/1240am. It was a little more involved than just two stations a region, but that wasn't really told to the public. Sadly, I know this thanks to years of research on the matter for a book I'm writing. EBS came in 1963. CONELRAD was just about obsolete when it came online, aircraft radar and ICBM's made it useless pretty quick lol

@SoundPeaceLover - yes, the irony is truly there. lol but back then when we all had to hear the serious version of this once-a-week EVERY week on every station...the levity of these song-like versions made it tolerable. :)

Fun Fact: This EAS warning was phased out because the US Government thought it wasn't scary enough, and thus wouldn't be taken seriously in an actual emergency.

I would love to hear this for the last 50 seconds of my life, or just of normal consciousness. Truly something to marvel.
In Orlando, station WLOF 950 did a parody of the EBS alert on April Fool's day 1972 where they rearranged the tone to the tune of "Mary had a little lamb", but the tightwads at the FCC didn't think it was funny; the station was fined $50,000. You can hear it at cflradio.net under the sound link. Click the AM side and look for WLOF 95 under EBS.
The CFLRADIO site is no longer up. There's no mention of this in the Orlando newspapers from 1972-73. Do you have any other info on this incident? I'd like to learn more.
INFINITELY preferable to the standard government-monotone script version! No wonder the FCC made 'em shut it down -- this version doesn't make you want to cower in a corner of your basement.
I heard this broadcast once on the radio back in the 70's. I read somewhere that the FCC banned it and started using a spoken word version instead followed by that annoying test tone. It was later reworded and changed to the "emergency alert system" followd by an even more annoying different tone
Well, at least they made it scary by getting rid of this. So next time there is a tornado or severe thunderstorm, instead of dancing, I'd be getting my ass home.

It used to be voluntary - including in the 1970s when this was made, but has since become mandatory.

They should've used this on kids stations. This would calm them down. because the "BEEP" would've make them get so scared they would've screamed like crazy.

@Copper20 Yes, it was actually played on WHEN until the late 70's, when the FCC cracked down on jingles such as this one. Apparently, EBS tests is deadly serious, and thus can only use ear piercing wails and monotone announcers.
I remember seeing an EBS test slide similar to this one in the mid-1970s on WIS (Columbia, SC).
We need this back. A few weeks ago we had an EAS message about a 911 outage. I muted the volume as soon as I saw the alert. It was in the dead of night, and all was quiet. Just seeing it scared me half to death. It would be ok if it was like this, though. This sounds fun and lively.
Now, I'm wondering if there was a version for an actual emergency...

This was broadcast in the late 1970s by WHEN in Syracuse, New York. The FCC declared it illegal to sing the test message to ensure an emergency broadcast would be taken seriously. Also, stations could volunteer to participate if they felt they were able to fulfill the duties of emergency broadcasting. If they chose not to do so, the station would have had to direct listeners/ viewers to tune to another participating station to receive information.

You know the Federal Communications Commission Abolished this jingle to make the viewers have the fear of Mortality or in others words a viable Threat.
There were apparently other songs/jingles/joke test recordings made, for stations not selected as "official broadcast stations", up until the mid-1970s when the feds cracked down on the presentation of EBS broadcasts so that all messages would be serious in tone. Not sure when this one was made, but I know of another one available on YT which was "quirky".

They do... In the form of the EAS. Did you know that disney had a EBS for the Mickey Mouse club when a incident was going on there? It's true! Look up the EBS 50 year anniversary on CZcams. It's really neat to watch the compilation of emergency broadcast systems we geeks and enthusiasts had lying around or recorded from our own TVs somehow ☺️
The reason why the Mickey Mouse club had a EBS was for the kids if they got hurt on the set.. And this is probably the rarest EBS/EAS I've ever thought to exist!

Also what I think that they also should've done with EBS/EAS tests on kids stations is to have their favorite characters (for example, Ninja Turtles, Spongebob, etc) inform children that it's a test and do a version of the message, as that would calm them down. :)
The reason why this wasn't a commonplace alert is because this jingle was specifically made for WHEN-AM in Syracuse, New York. From what I could find, WGR in Buffalo had a similar one, though I'm not sure if there are any recordings of it. This practice of turning the script into a jingle was probably very hesitantly allowed by the head honchos because of how non-threatening it sounded.
These jingles were used in other places in the US, but without specific call letters. I remember hearing them, specifically the line “This is only a test!”
@@hebneh those are the jingles made by LA Air Force on Cheap Radio Thrills, they were generic recordings for radio stations. You can still buy the set on CD, however the EBS jingle is not on it for obvious reasons lol. There's one more parody EBS test recording that's pretty blatant, and ends with a duck quack! They even messed with the older steady alert tone, it's on youtube somewhere, I suggest tracking it down and finding it!

Mid-'70s. I remember hearing it when I was at Syracuse Univ., around 1975. It didn't last long before the FCC put the kibosh on it.

I was there when the ban happened! It was at the 1975 National Assoc of Broadcasters Convention. TM had been promoting the hell out of this -- come up to our hospitality suite and get your FREE EBS test recording. So I did, and took a bunch of the 7-inch discs the first afternoon. But every FCC Commissioner and their staffs attend the NAB and they also stopped by. The headline on the next morning's "NAB Daily" was DON'T Use the TM EBS Recording. It is not in the public interest convenience or necessity, and might count against you come license renewal time. No more discs at the suite!
Also, i would give you a shout out if you upload the discs onto CZcams or on a cloud website
But, if you still have them HOLD ONTO THEM! They would be worth more than bill gates net worth. 😱
