Talking is a free action, doesnt take time, they could talk 15 minutes and 1 second could have passed, thats just to make the history telling be more compalling and interesting, its just the rule of cool or history telling convenience. You can see, after dio killed that woman in the jewelry shop, he healed himself and his clothes, even tho he shouldnt be able to "heal" his clothes, but thats just history telling liberty, something made just to be cool or not drag unnecessary contradictions, the author uses of these without needing explaining just bc he doesnt really need to, just history telling convenience
I freaking love how Johnny Joestar understood that The world stops time, when Diego first time used it, BUT FOR STARDUST CRUSADERS IT TOOK ENTIRE SERIES

Johnny only figured it out right away because he dealt with Mandom's time shenanigans. I am sure it the crusader's dealt with a time stand previously they would have figured out DIO's ability right away.
1 year late to the conversation, but it really only took them one evening to figure out DIO's stand. Polnareff first encountered DIO on the stairs at sundown. The coffee shops were still open during Jotaro and DIO's fight, so it wasn't too late

Talking is a free action in Anime. It doesnt count towards the time actually taken in canon. A character can spout the entire works of shakespeare in five seconds if they wanted.
i can just imagine DIO pausing time, running down the stairs, moving polnareff quickly down the stairs, yet gently enough that it doesnt hurt him, then quickly running back up the stairs to hold the same pose, then when time resumes, DIO's actually breathing really hard while being tired as fuck because he had to do all that in like 4 seconds purely to flex

If he actually used this on Jotaro in the beginning of Stardust Crusaders, it would have ended waaay earlier. Star Platinum couldn't deflect 100 knives, not to mention thousands of emeralds shot at him.
Jotaro can only move for a moment but if he can move for a moment only once that means he can move for a moment twice too if dio had tried to kill him without realizing his fatal error star platinum would star finger his stand and tear it apart within that moment because star platinums supernatural speed is faster than the world as soon as jotaro is either 1. pissed off 2. confident to save his friends.

In part 2 Joseph jumps in the air to kick refrences something like history, popculture or magic tricks, explains why he hates the person he is about to kick, explains his plan on how his kick is going to kill the enemy, the enemy laughs, "NANIII?", the enemy explains that he saw it coming and made a counter attack for the kick, Joseph smirks, "NANIII?", Joseph explains how his plans went even deeper and was suspecting the counter attack so the original attack was a distraction for the real attack to hit. Then the kick hits. This happens 12 times a fight with every battle.
Because in Starcrusaders he stops time for 4 seconds or 5 but in diamond is unbreakable he can only stop it for 1 or second thats what you call nerfing
Jotaro didn't train his Za Warudo so its power diminished to only half a second. He trains it more later but without vampiric immortality and regeneration the burden it puts on his body prevents him from using it to its maximum potential. Dio was and still is the strongest user of The World.
If I have time stop ability, I would use it in the middle of every conversation to laugh like crazy maniac and explainig to people why they suck without people thinking that I am crazy maniac and douchebag. It's just supreme social ability, very good for my long-term mental health and as stress relief.
