You mentioned Gwaihir rended Legolas to death after he charged him and knocked him down. It wouldn't make a difference since you need 3's either way, but just an FYI that rend strikes don't double against trapped models.
I would say the rider can attempt to resist Panic steed as it says it targets cavalry (keyword) models unless it has no will, in which case it should have tried harder at school!

The only reason I was learning towards it because in the blurb of text above it says the wizard is trying to conjure terror in the mount. Which maybe hints at a different intent. But rules as written yes is can be resisted with any of the riders remaining will. Unlike spells that specifically say they target the mount like black dart.
