I’m a chemical engineer working as an inspector with API certifications and from what I understand HAZOP follows same principles as a RBI system (per API 580 & 581 for)
RBIs are for assessment risk levels to develop risk prioritized inspection schedules. While the principles for HAZOPs following the risk based approach can be considered similar, the outcome is quite different and for a different purpose to identify risks within a process and ensuring those risks are managed to an appropriate level.
