I was thinking that, there was mention of the fallout shelter but the general says "There's no way to survive this," and Dean says "It wouldn't matter." So it's clear everyone (except maybe Mansley) is well aware that the fallout shelter won't save them from a direct hit. Which makes sense in context, they wouldn't build a more sturdy shelter in a small remote town in Maine, nowhere near any major population center or important military installation. No reason to believe the Soviets would nuke them there, but there might still be radioactive fallout from more distant nukes dropped on more important targets.

Whenever someone starts asking about a sequel, I keep thinking that it could only happen in modern day, Hogarth is a very old man, and his grandchildren (great grandchildren?) encounter the Iron Giant, who returns to Rockwell, having rebuilt himself over the preceding decades and only now being complete due to climate change melting the Greenland glacier he was stuck in at the end of the original film. I would imagine the main plot being mostly a rehash of the original, with xenophobia being prevalent with a fear of AI thrown in. The antagonist would likely be someone trying to hack or reverse engineer the giant without regard for it's potential suffering, and a nature vs nurture argument being the moral center.

We’re building an actual Iron Giant! F*ck the price we’re making art! We’re gonna stick so damn close to the animated movie/original source, but not be afraid to take chances and do something different! We’re gonna attempt to stay as true to the heart of the story as long as possible! This will be a giant goddamn love letter by fans of the Iron Giant!
