I thought the white stuff falling was snow, but with all the lore mostly centering around an apartment and the fire there caused by Kurt, that "snow" could be ash from the fire, and it appears here because the background is just a plane of limbo for the polos that either died, are unconscious, or are a manifestation of something in the real physical world.
