Tony Jay truly nailed playing Judge Claude Frollo. His deep baritone voice, and sense of theatricality and humor, made him PERFECT for the part. The funny thing is...I’ve often wondered why Disney didn’t decided to induct Jay as a Disney Legend, really. Not even posthumously. His various contributions to the company as a voice artist were phenomenal, and the fact that he wasn’t given an Oscar, Saturn, Academy, or Annie Award for his work before he died makes me believe all-the-more that he deserves to be posthumously named a Disney Legend.
He may have not received any material acclamation from the House of Mouse, but he won something even more valuable… the audience’s hearts! Frollo is a fan favourite Disney villain and Tony Jay’s performances not just in here are legendary amongst those who have been impacted by his work, that to me is true achievement in itself, knowing that your performance will live on through the masses, rather than a few voters in suits and ties
If the movie A Bug’s Life was in the same universe as the Hunchback of Notre Dame, Frollo committed mass genocide the likes that even Hopper could not imagine.
He DID realize it, but he had to play along, cause as Frollo said: "My last captain of the guard was a bit of a disappointment to me." (cue the scream). If he were to defy him he would suffer a fate worse than death. (You can also see his facial expressions, he's clearly disgusted with how Frollo handles things.)

It’s funny I seriously did not understand like any of this dialogue as a kid. I didn’t even know a guy was getting whipped. And I didn’t catch bugs metaphor either. I thought he was just annoyed about bugs being there so he killed them lol

I'd like to point out none of the ants (termites?) get on Frollo's hands when he's holding the stone. Apparently he's so repulsive and evil even INSECTS don't want to be anywhere near him.
He also played the moneylender who took Bells father away in Beauty and Beast and even looks similar. I suspect they based both characters faces off the actor Tony Jay
