A person had to have a profession or skill to be accepted for immigration. A person had to be able to support themselves. If you appeared you would be a burden to the country you weren`t accepted. This is not racist it never had a color code on it. An immigrant had to understand some English as well.

All the proposals if implemented will drive the US wages up to a point where it might be cheaper to outsource the job or move the jobs to other countries like India, Vietnam, Malaysia etc. and it might be cheaper to import stuffs than producing in the US.
