Can you imagine a bluff being so brazen as to collapse in broad daylight?! Man!

Collapses "in broad daylight"? What does the time of day have to do with it? She speaks as if it were a shameful act on the part of the bluff. CA slowly dissolved into the sea.

"in broad daylight" is becoming an idiom for "blatantly, right in front of everyone with no regard for any thing" vs being used to refer to the literal time of day.
"In Broad Daylight" has nothing to do with the time of day.
It means "Where anyone/everyone can see it".
While I'm loathe to defend Fox News in any regard, there doesn't appear to be any moral statement being made.
They are simply saying that the collapse happened in a public, frequently traveled place, when/where there were a large number of witnesses/observers.

I,ve gone down to blacks beach when I was in my teens, it,s scary for me to think the landslide could have happened when I was walking down towards the beach. There is that better?

Better in Broad Daylight than in the Evening when people walk the trail to admire the sunset, in fact it was down right considerate of the Bluff.

I helped plant a flagpole & wind sock at the top of the Rhino Horn years ago. That was a hairy area back then !
Even the land in California is sick of the $hit and is trying to leave.
In the early 70's, I believe it was, the bluff to the south of this had the courtesy to collapse early on a Sunday morning.
