Ugali is common all over Africa, not just central Africa. It is a staple food in Southern African countries. Botswana, South Africa, Zambia, Zimbabwe etc. in South Africa we call it pap.

My trainer made ugali and samaki for me. Really good. The eating with your hands is so natural to me. I learned from my granny that food taste better off the fingers. I know those collard greens, okra and cornbread sure tasted good off of hers.😁

I'm not a cook, at least not a good one, but ugali needs more heat thus the gas is therefore more suitable than the electric stove. So does then frying of the spices. Green vegetables are rather less demanding in terms of hotness. Plus in TZ electricity is very costly, very few people opt for it when it comes to cooking.
We are told that come June next year we will be enjoying affordable rates of electricity bills, thanks to an ambitious hydro electric power plant planned by our late Magufuli

It's silver fish, not sardines. Favorite "low income" food around lake Victoria shores in Uganda, Tanzania and Kenya 😊. In Uganda, silver fish is eaten with matooke (green bananas/plantain) as ugali is not as popular like in Kenya or Tanzania.
