BC Beerman well under the laws governing UK car write-offs which are now revised and better enforced, you aren't allowed to even salvage parts from what's known as a category A vehicle. The entire car must be destroyed and can never see the road again. Since it's all got to be scrapped there's not much point taking something off if you can't reuse it, providing it's not unsafe to leave it on. I don't know if that's what's happening here but it would be my suspicion. Worth noting that sometimes the real problems with these cars, even cat A ones, aren't always visible externally.
