We have these things called pipes, pumps, and reservoirs to transport water. China should look into them. Much cheaper than using trains. Also transporting coal on rivers and canals is much cheaper than by rail

Takes a lot of fuel to move that weight of water. A lot more than just returning the empty rail cars. China has had a century of bad or no planning.
Ok, I can see the value in utilising an empty train to transfer water, but these empty water containers still have to be returned to be refilled, and large costs will be incurred as they now have to compete with coal trains. But the CCP won't tell you that.
Suitably sealed open wagons could hold water and then take coal back again on the return trip. That's theory; Chinese reality might be different . . .

I can see why using the trains to transport some water would be an advantage. The pre-existing infrastructure gets used and it delivers the trains back to the mines for relatively low cost. Still, it's more of a stopgap than a long-term solution. Pumps and pipes are the best way to transport clean water.
Would a pipeline for water that could be pumped not be much more cost efficient as well as total amount of water transfered quicker?

I was gonna say the same thing. Freight transport in the US rail system is relatively cheap compared to truck. I think only boats are cheaper.
Expensive comparing to shipping, but still at an acceptable price. (The transportation can cost more than the mining itself, but still making coal an economical fuel.)
And importing is not gonna work. China uses 4 billion ton coal and only domestic mining can meet most of the demand.

But the idea that water is ordinarily too cheap to transport by train makes sense. It's a sad comment that inner China can't accept any goods more valuable than water in return for the coal being transported to the coast.

While inefficient, at least there'll arguably be less water loss from open waterways or aqueducts.
A 5" pipe and some electrical water pumps should cost much less. But judging the eight of the rail, they are preparing a bigger DAM in that large area.

There is no way a train transport system can mitigate the flood volume of these rivers. Neither will a water diversion project. Somehow China needs to adopt the Australian Snowy Mountain Scheme which reversed the natural flow of water off the mountain range towards the Murray River.
