Yes you can get allowance in a student hostels,
But not for shared accommodations.

Hi, what about expenses like Insurance, Haircut, Self-care/cleaning items and Taxes? It would be really helpful if you could share some guidance on that. I will be moving to Utrecht to pursue my MBA in September.
Haircut - min 15 euro
Insurance: i have icici lombard ( international student) insurance 13k INR per year, you can have dutch insurance too around €40 per month i think (not sure )
Taxes: water and waste : 100 euro ( yearly ) can apply for tax remission
