If ur late game, Jolteon is best, due to it's type advantage near the end, so it's way more handier that way. If ur stuck on a stage which's type advantages is fire or water, use the eeveelution of that type.
U gotta beat game and new lvl unlock u can find mythic shells or something like that U only need 3 of them btw then add anything for a recipe Then u can get any legendary bird as well as mewtwo and mew
