Quite limiting. As to the actions of an individual state, outside of Congress assembled. Seems a bit too constrictive... I can see why it was short lived...

It’s limitations were purposeful to prevent the development of a disproportionately powerful centralized government.
Which is exactly what happened by its illegitimate replacement 12 years later. It took 200 years to fundamentally & irreconcilably destroy the United States of America.
