"You might have heard that registration for the Drug and Alcohol Clearinghouse is open and if you still have questions about what it is and what you need to do, then stay tuned! That’s what this video is all about! The Clearinghouse applies to you whether you’re a truck driver, owner-operator, and especially if you’re a trucking company owner - it’s important to know the basics. So, let’s get started!
The first question you probably have is, what is the Clearinghouse?
The Clearinghouse is a secure online database created by the Federal Motor Carrier Safety Administration or the FMCSA for short. It was created to give these people: employers, the FMCSA, State Driver Licensing Agencies (SDLAs), and State law enforcement agents real-time information about drug and alcohol program violations for commercial driver’s license and learner’s permit (CLP) holders.
There has never been a clear way to see drug and alcohol test records and violations from state to state because each state has their own reporting process - that’s why the FMCSA Clearinghouse was created. Now, drug and alcohol test results, including test refusals, for all CDL and CLP holders can be accessible in one location.
If you’re a truck driver you might think you don’t need to know about the Clearinghouse but that’s not true! Employers, drivers, medical review officers (MROs), substance abuse professionals (SAPs), and drug and alcohol consortiums all have to register in the Clearinghouse.
If you’re wondering how much it’s going to cost. The good news is that registration and submissions are free. Registration is open now so you can go register today at this website. clearinghouse.fmcsa.dot.gov
But trucking company owners, owner-operators, and drug and alcohol consortiums are going to have to pay for queries. A query is an electronic check verifying if current or prospective employees are prohibited from operating due to unresolved drug and alcohol program violations.
The cost per query is $1.25. There are query bundles available making the cost per query cheaper, but those prices are going to vary. The FMCSA suggests you choose a bundle that includes enough queries for each driver you employ. You can always purchase additional plans and they don’t ever expire.
It’s a great idea to register now because the mandatory use of the Clearinghouse goes into effect on January 6th,2020. Employers will be required to report certain drug and alcohol program violations and can start conducting queries. Remember that manual inquiries with previous employers covering the last three years are still required. For now, you will need to use the Clearinghouse and state drug and alcohol violation reporting agencies, too.
In three years on January 6, 2023, the CDL Drug & Alcohol Clearinghouse will officially be the only remaining database remaining.

As an employer, my take away from this sounds like its the pull notice program but for drug and alcohol violations, am i wrong?
Alonso, exactly. You just need to query your drivers and potential employees. A limited query, annually for drivers is required and a full query for potential employees.
FMCSA is to keep dope heads out of trucks.
We didn’t have FMCSA prior to 2000 we don’t need them now defund FM CSA

Another program to hassle with for drivers and employers to pay up to the government more money which causes them to reduce driver pay and increase consumer prices.
The tower just keeps adding up and it's going to fall over hard! No youth wants to drive, middle age guys are getting out becuae pay sucks and rules are insanely overbearing treats all drivers like idiots and the rules continuously put them between a rock and a hard place for which the driver always takes the blame. Shitty industry.
For all the pomp and circumstance to get a license, get mentored, and all the responsibility and difficulty to keep the license, the pay is shit for what we do.
This is my last driving job and I will be taking my CDL and shoving up the a$$ of the fmcsa and DMV.

We hear you, drivers do so much and don't get the appreciation that you deserve. We thank you for all your hard work, we see it and value it. Just to be clear, drivers don't need to pay for the clearinghouse. You just need to provide consent for queries to be run by your employer or potential employer. We know it's still an extra step you'll need to take.

You are right. There is enough security on here for someone working in the FBI. Everytime I mess with this piece of shit, I learn from another angle how much trouble it is. While being in my account and looking for a querry, it kicked me out before I could download more security codes. What a piece of shit.

FMCSA needs to call an employer and tell them why they can't access my account. Now the employer thinks I'm a drug addict because I didn't give them an okay to a query.

Whats with the device tracking thing are they watching all the time or what does that part mean.
There isn't a tracking device with the FMCSA Clearinghouse, this just keeps better records of a drivers crash and safety record.

the companies are all owned by the same family.
how would i go about registering?
Do we have to have one account for each company?
Do we have to add the same drivers to each company and run a query under each one?

Hello I’m having problems trying to register as an owner operator. I was already registered with clearinghouse through my prior employer. I am now an owner operator and I can’t seem to make any changes. Is there any way you can tell me what to do step-by-step so that my authority does not come to a halt hopefully you have some advice it would be greatly appreciate it

Funny because employers are more then willing to pay $450 plus for their authority when registration for both Portal and DACH are free. Registration for a USDOT is also for the most part free unless you choose certain roles.

Meli, you will need to give consent for your employer to run a query on you at some point this year. The FMCSA says you don't need to register right now, but you will most likely have to at some point.
Does the owner have to take the drug test too or just only his drivers?

Drivers are required to register in the Clearinghouse so that their employers can review and query their drug and alcohol records and potential violations.

I'm quitting early next year just because of the clearinghouse. And I have a perfect driving record.

My problem with this is not every driver is going to register with clearinghouse. I know plenty of drivers who are just not computer literate or updated on technology. Most of them are just not going to understand even how to register with clearinghouse.

@@nickservin2593 great question, this is what the FMCSA says, "The Clearinghouse contains records of violations of drug and alcohol prohibitions in 49 CFR Part 382, Subpart B, including positive drug or alcohol test results and test refusals. When a driver completes the return-to-duty (RTD) process and follow-up testing plan, this information is also recorded in the Clearinghouse." Each year it takes me 3 months to access my account and send an ok to a query. What a joke.
@@cammontreuil7509 I have never heard of such an issue with any of our drivers. they have more of an issue making an account because they are older and dont use computers or phones.

You would still be following the same requirements for drug testing. You just need to register for the clearinghouse once as a truck driver.
