I have found inscription with +1 wild west room, dunno if it came from vault loot or vault reward though

You can now get them from Champions, I believe. That wasn't a thing when this video was produced originally though.

"Only available after level 30" so why am I level 26 and have plenty of inscription pieces?

Honestly, I'm not sure. Inscriptions were added 6 months ago and I can only assume an update changed the availability somewhere along the way. I double checked the posted patch notes however and did not find a mention of it, other than adding them to Omega rarity wooden chests in update 11.2.
