its also because there is an information bubble at a higher level. The higher you are the more expansive your responsibilities and the more reliant you are on others for information to be directed to you and the more you also need to delegate responsibilities in obtaining said information.
take someone who is in the middle of the chain of command a major or LTC may block access to certain information because they are afraid if the higher up hears it things could be bad for them while others are playing their own political games to sabotage the advancement of another officer or aid in the furtherance of theirs . while sometimes other matters take priority as they pop up they go unresolved and communication break down and the flow of information weakens or becomes outdated.
That is why in some instances a general or an admiral even a corporate CEO may look stupid.
not defending or generalizing but highlighting why senior ranking intelligent educated people can appear dumb. But then again people sometimes are just dumb and lucky.

Before the dirty dozen, the was another war film with the same idea of prisoners on a suicide mission, 1964s the Secret Invasion with an all star cast of character actors. Very well done war film needs to be rediscovered.

The Secret Invasion was the movie. It had an international yet odd cast of Stewart Granger Mickey Rooney Edd Byrnes Henry Silva Raf Vallone. Actually was way more violently bloody and graphic than the Dirty Dozen. I found it on premium movie channels

Supposedly in the original script it was Clint Walker's character, Posey, who was going to play the general. But Walker felt he couldn't pull off the humor of the scene and Sutherland's character was done instead. We are all lucky for that!

One of the best scenes in the movie. My First Donald Sutherland movie as a kid age 8. The best. RIP. I really liked him in this because you felt a little empathy for him. They were being abused as prisoners, and so you could connect with the fact that they were going to die even if accused of being criminals, you could see the good in some of them.

According to the man himself, the character of Pinkley was supposed to be just one of the background troops (Or as he puts it, one of the six), but the actor chosen to do it was against the idea due to his native American descent (Something like that). So the director just pointed at Donald Sutherland and said "He'll do it", and that's how he got his start. It had something to do with his eyes, which is why he was picked :)
