You can remove the carpet without pulling the dash. You can remove the fuse box without pulling the dash. You can clean the grounds without pulling the dash. You can also even remove the heater box without pulling the dash.
I would highly discourage people from pulling the dash unless absolutely necessary. The fiber board that these dashes are made out of is very fragile and they never go in the same way again. Clips always get damaged.

I had to change the actuators so I had to pull the dash and it is falling apart

typical windshield leak on to fuse panel. This was just about every rabbit. Grounding clusters corroded. We would always double ground them. Clean them up really good and put grease on every terminal. I prefer regular grease. But some guys use dielectric. either one will stop the corrosion. Regular grease will keep the connections good. dielectric can if you clean and get perfect mechanical connection. FYI the grounding clusters where they mount to the body is also an issue.....Take a open connection and double ground it.

On my 92 I could not get to the screw between the knee bar and the dash, had to drop the knee bar and it is a pain to get to those and the knee bar is very heavy

On my 92 I had to lower the knee bar
