It depends. On raw strength? There are literally creatures the size of a kraken. Counting inteligence, resources, and all that stuff? Wesker is absolutely the most powerful character and was defeated because plot required it.
I think experience should actually go to wesker hes been there longer than leon has been and hes been in just as much if not more fights then leon lore wise not just what's in the games/cgi movies

What needs to be understood about Wesker is no human in the RE universe could beat him in a one-on-one fight where he truly wants them dead. Chris and Sheva beat him due to his ego and the need of a plot device(serum injection) which lowered his defenses and abilities significantly since it acted as a poison.

Leon is a police officer thrown into the deep end and came out the other side unscathed unlike the other officers with more experience. Claire is Chris' sister and was taught a lot of shit by him and went on to be a part of TerraSave. Sheva was a trained BSAA agent who was meant to kill BOW's. Sherry had the G-virus inside her. Jake is Wesker's son. Ada is a fucking menace. Piers is the same as Sheva. Helena was a government agent. Wesker is fucking Wesker. And what is Ethan? A fucking office worker with zero training. He got a regen factor after death. Compared to everyone else, he had no skill and no training. His villains do not compare to the insanity that is Wesker and Saddler.

Seria dificil pensar una pelea entre Leon y Wesker, ya que ellos dos nunca se toparon para nada, Leon sabia de Wesker y sabia lo que hacia, mas nunca se vieron en persona o combatieron, Leon le daria buena pelea, ya que sabe combatir y con el entrenamiento privado que se le dio, todavia mas.

I fr feel like nemesis should be so much stronger. For being able to break through walls and casually jump down 12 stories without a scratch, grapple 300 feet in front of a moving target, and withstand being drowned in acid, being set in fire several different times, being shot with multiple different weapons, and survive a blast of a expiremental military super rail gun, he should be able to easily kill Jill. If bro was just a bit smarter, he could be unstoppable.

Billy was a convicted war criminal. Chris used to be in the airforce and essentially punched his superior. Jill is Jill, she's had military level training by virtue of being in S.T.A.R.S. by default. Leon is a police officer thrown into the deep end and came out the other side unscathed unlike the other officers with more experience. Claire is Chris' sister and was taught a lot of shit by him and went on to be a part of TerraSave. Sheva was a trained BSAA agent who was meant to kill BOW's. Sherry had the G-virus inside her. Jake is Wesker's son. Ada is a fucking menace. Piers is the same as Sheva. Helena was a government agent. Wesker is fucking Wesker. And what is Ethan? A fucking office worker with zero training. He got a regen factor after death. Compared to everyone else, he had no skill and no training. His villains do not compare to the insanity that is Wesker and Saddler.

I feel Lucas would be a lot more of a challenge for Leon considering Lucas's methods. He doesn't directly attack you, he toys with you from behind 10 different closed doors, he lays traps and sends nearly invincible molded after you. Chris had only beaten the white molded using Ramrods he found in the mine
