in case your wondering rebuilding your database basically defrags the system hdd sshd or ssd and nukes the old location/area of where the data is stored and then after its done defragging its moves your data to the new data location and stores the files in the location deleting excess cache and making your hdd work like new a SIDE NOTE if you want better fps clean yor system take off output aat 1080p and 24 hz and use less special effects in games iff possible for examle decrease fov and take off all motion blur... side side note dynamic themes doesnt affect performance because they arent rendered while the ram is being pulled by the game

Changing the resolution on the console or display is not going to improve performance because the game itself still renders in a specific resolution (1080p). You will just see it in a worse quality. As for your 30fps cap, I'm not so sure

You probably have your TV's setting set to pixel perfect or else, choose another one like Wide or Full. Your TV is set to 1:1 scaling
