was there yesterday on 3/14/24 all day, was catching gags and 26+ inch mackerals and my dude pulled up a 30 pound grouper around 10 o clock last night off the rocks

Hey Bush , with the new regulations out there is the teaser considered an extra hook or is it permitted? I know multi hooks are allowed again in a day or 2 but was just curious . As usual , great catches !
