The reason more people do not phone-in is because they are asked for all their personal details and to make a statement, which can also mean appearing in Court as a prosecution witness. If the police officer saw the person committing the act reported, his statement and video footage should be good enough for a prosecution. Once the public are involved, their details are also disclosed to the defence together with statements.
Many just slow down and keep out of the way.

Something similar happened in a local Council CCTV centre. civilians monitored the screens and often called police via radio to incidents taking place. The police would go and get the footage, but also make the CCTV operator give a statement stating he or she saw the incident taking place and could identify the person responsible etc, even if the people were caught in the act of committing the offence. It is like the police are always wanting a third party to say THEY saw something so officers only need to take a crime report and have less involvement.
This is just what I see in 4 areas of the country from dealing with various people.

Why don't we make convicted people pay for the costs incurred for that incident?
