It isn't freely available online and has to be purchased at shop.ipc.org/ipc-j-std-004/ipc-j-std-004-standard-only/Revision-b/english. I their price is $181 and it's only 20 pages long. I didn't mention it thinking not many people would want to spend that much.

WOW, that brought back some memories from 40+ years ago when I was instructed in soldering using the then NASA High Reliability Hand Soldering course.
One have to watch these videos several times to understand it completely.
