There is free transportation service from the airport to the hotel from early morning till I believe 5 PM, there is no service after that, check with the website to be sure, I've seen in other youtube channels good reviews from people who stayed there. I've never stayed at this hotel, but I can tell you that the area is really nice and safe, there is a street that was closed and made available only for pedestrians and cyclists, you can take this street and walk to all the tourist areas, is a nice and safe walk.
Is it guest friendly?
This is something we didn't ask because we don't really know anyone in Bogotá. Also this information isn't available online either. I suggest contacting them beforehand to acquire this information. Thanks for your comment!

I believe it is, althougg it will come at an additional cost. Make sure to ask at the front-desk beforehand

No, I don't think so. I believe most countries need tourism to boost/help the economy. English will be just fine.
