Shisui genjutsu (Mangekyo sharingan) was the strongest genjutsu since he can put people in a genjutsu without them noticing, so they can’t get out of it, he could even stop the uchiha massacre but he dead

Naruto took his promise seriously. He knew what Sasuke meant to her and making a promise means he has to follow through on it. That's part of his code. Failing to bring Sasuke back still is his biggest failure and one he sees every time he interacts with Sakura. At least every major arc in Shippuden touches on how he carries that failure with him.

Sasuke doesn't have Mangekyo genjutsu (Tsukuyomi), just regular one.
Itachi had the Tsukuyomi in one eye and Amaterasu on the other, with both he could make Susanoo.
Sasuke has Amaterasu in one eye and Amaterasu control in the other, with both he can make Susanoo.

All Uchihas can use Izanagi and Izanami with regular Sharingan.
With Eternal Mangekyo you have perfect Susanoo.
Huh, I was under impression that Mangekyo improves his regular genjutsu. Didn't he use that to interrogate a Cloud ninja when looking for Bee?
He literally used the Tsukuyomi on Itachi during their fight against Kabuto later in the series

This is not dbz shit the ninja can sense power level or chakra and they can not hide chakra only those ninja are sense chakra those ninja are called Sensere type ninja just like karin
Ninja can and do hide their chakra although since chakra is both physical and spiritual a lot of times you can tie emotion in or physical attributes to chakra (like chakra color, chakra being colder or darker or a susano’o since it’s essentially a chakra avatar)

Shisui’s mangekyou was called Kotomatsukami. The left eye has a cool down of 10 years, the right is less powerful and can be used more often. Both fills the same function.

Shisui was stronger than Itachi
Minato has fast reaction speed like his timing and such, but he's regarded as fast because of his telaportation but his also fast with reaction speed. So it's even crazier to think that A (Raikage) needs a ligthing cloak to match Minatos reaction speed while Minato doesn't use nothing to enhance his reaction.
