You can download microsoft c++ 2013 version fr the quick fix if u have deleted the installer.

Hi friend, I did everything you said but the message is still there after every restart :(

Hey again - I got it removed. I had to also check my autostart for any adobe programs and delete my adobe folders under c:\programs; c:\programs(x86) and c:\programs(x86)\common files. Now the message is gone. Thank you again!

Disable adobe cloud from starting up automatically when windows boots up.
