Here’s a list of the documents:
CENOMAR (Certificate of No Marriage Record) from PSA
Bride and/or groom aged 18 to 20: Affidavit of parental consent
Bride and/or groom aged 21 to 25: Affidavit of parental advice
Death certificate if one or both parents are dead. If Filipina is younger then 25 y.o.
Widowed: Death certificate of the deceased spouse (instead of the birth/baptismal certificate)
Annulled previous marriage: Court decision and decree of absolute finality (instead of the birth/baptismal certificate)
Divorced: Final decree of absolute divorce (instead of the birth/baptismal certificate)
Birth certificate
Birth certificate with Apostille if it isn't in English
Barangay clearance
Valid IDs
Cedula - a residence certificate or community tax certificate
Accomplished marriage license application form
Certificate of Legal Capacity to Contract Marriage from Embassy
Attend the required pre-marriage counseling and family planning seminars.
Get your Certificate of Attendance and submit it to the LCR office.
After 10 days, return to the LCR office and claim your marriage license. It's valid for 120 days
Book an Officiant anywhere in the Philippines with:
Priests, rabbis, or ministers of any registered church or religion in the Philippines
Municipal judges, judges of the Courts of First Instance, Presiding Justice and the Justices of the Court of Appeals, or Chief Justice and Associate Justices of the Supreme Court
City or municipal mayors
Result is Certificate of marriage

If you are British you need to go to the embassy/consulate and they will post your banns. This is a traditional British custom, called "Reading the Banns", initially done at your local church back in UK where a notice is displayed saying so and so wants to marry so and so. If no one registers a complaint or reason why you can't get married within 40 days you will be issued with a certificate allowing you to marry. There is a board at the embassy where they post this.

As a Russian was it easy for you to get a certificate of eligibility from your embassy? Me and my wife found an available judge in Gihuligan for our civil marriage.
I was at the embassy in June to proceed with documents for a new international passport. I made a proposal in July. So, I didn't want to go to Manila twice. That's why I asked my embassy to combine appointments to get a new passport and document legal capacity to marry. That's why I was waiting for about 3 months. If I only needed to get the legal capacity to marry, it is probably doable in 2-6 weeks depending on how busy the embassy is at the moment.

Thank you Ben for your support. I can't recommend anything without knowing your criterias. Greg and Wilma have a nice spot. We recently recorded a video about land not so far from them but without an ocean view. As for me I prefer not so elevated and not the first line from the ocean. Aria from Bacong up to Zamboanguita seems very attractive. But I don't know what you're looking for

I realize you don’t have much to go on as regards my criteria for land purchase for a home build…and I think I would like to contact you when I make my first exploration trip to Dumaguete in a couple of months. I have been following Greg & Wilma’s channel from the beginning and the drone video you made for them was really cool. I am sure my criteria matches theirs. I wish there was something available close to their property.

Extremely rare cases but not totally impossible. And the Philippines doesn't allow dual citizenship. It's what I heard
