The obligation of removing the occupation is Fard on the people there and those who capability.
If the obligation can’t be met by the people in that lane the obligation continues on those who can remove it. The armies are capable of fighting and protecting the Muslims of Palestine.
You're not privy to the capability of the armies or the commitments of those in power. It's easy to say 'Arab's have armies', yet you may not be aware of the response or capabilities of the enemy. It's not just Israel who are the enemy, their allies are the west. You'd require the Arab nations to unite and unify under one banner to contest the west. It's very naive to assume a single country has the power to fight the west.
This is not to say the leaders are good, or correct in their current response. They can do more, but outright war is not it. Unification is the goal, and this is the shortcoming of the current muslim leaders for not working towards it.
