But for vacation it is just perfect and with dollars that can be exchanges on parallel market even more cheap.

Extremely cheap for people in the US. Im from argentina. You can buy a mansion for "just" 400000 usd.
NO, the prices aren't as low as the time of this article in 2013. That was very cheap. That same apartment now probably goes for around $200,000 instead of $135,000 but that's down from much higher. You can see prices on some of the MLS websites.
