The combine soldiers are modified humans, this can be seen in the factory in the citadel from half life 2. That's why they speak English.
not all of them are converted humans though, it's implied the combine "bioform" the local population of any planet to police said planet. makes the most sense from an "all encompassing" techologically advanced race. as i understood it the "advisors" were the larval state of the true combine overlords. and considering the power the larva can have... fully grown "combine overlords" can easily (psychically) dominate entire solar systems at once, maybe even multiple at once.

@@gamiezion advisors are not larvae, they are fully grown, when they refer to them hatching, they're talking about the pods they inhabit, they have to adapt to our environment, so they are initially in pods and on special life support, but when they hatch, they no longer need it. there is no such thing as a "combine overlord" we dont even know if advisors are the ruling race. and the combine is what humans call them, not what they are actually called in reality they are called the universal union and the union is made up of an unknown number of alien species and worlds across multiple dimensions they control. the advisors themselves may just be another subjugated race working for the combine, or they may be one of the races that actually call the shots.
and all combine soldiers are human or transhuman. the combine soldiers are the form that humans are modified into, striders, gun ships, hunters etc are all synths created from other alien species.
the civil patrol, the guys you see patrolling the streets at the start, but dont actually fight in this game, are normal humans, they are volunteers who get better rations and other privileges for joining up. the ones that volunteer, or show promise are then memory wiped, and afterwards start to be modified. the more elite and higher rank the soldier, the more modified they become.

The combine repurpose life to do anything they want. They are known to re-bioengineer any species that they manage to get control of. This is why things like striders and the combine airships are made up of biological components.

The combine soldier's aren't aliens; they're repurposed humans. Some humans take to the alteration process better than some, that's why some combine soldier's are like 8 feet tall. I think the white armored ones have the best of everything (intelligence, tactics, reflexes, speed, and relative power for their small size). One's that don't take the alteration process well turn into Stalkers. You see those in Half life 2 when you raid the citadel. they're like husks of people basically.
I know WAY too much about the half life universe and can clear up any questions you have about the game.
