He didn't take the fight on short notice, he's the one who declined Canelo's earlier offer and chose to put the fight off until after Yarde. Bivol did what Kovalev should have by beating the smaller man moving up.

And Kovalev fought the majority of his big fights with the same checkin in place under the IBF. He said he typically comes in within 10lbs because he feels sluggish beyond that but made excuses after the fact.
