In a society divided by "racism" or how I call it a society divided into ethnic groups in order to control them better, it doesnt mean that nobody of an unfavored ethnic group cannot get to the top, the issue is that they have to perform much better than others to be even recognized.
I know very well as a son of a german mother and an indian father how it is to constantly have to overperform to get what others do by simply being average. I dont think a society has to enslave an ethnic group in order to be "racist" (I hate this word its so dumb and wrong but theres no other good word). As long as you talk about skincolor, your society has ethnic problems.
In Germany fortunatly we stopped talking about skincolor and things are much better than in America because of it, but we still have small problems here and there with people forced to overperform in order to get a regular job.

Let's start with the courts in this country where, study after study finds that a black person and a white person with no prior records can be charged with the same offense, and the black person is 2 times more likely to be charged, tried, and convicted than their white counterparts. Let's talk about housing discrimination that's so bad, the federal government had to enact laws just to give blacks and other minorities a chance at the same housing opportunities as white people, but banks to this day are so inherently racist, they get fined millions for still discriminating. Let's got to the medical field where they find black children getting delivered by black doctors are overwhelmingly more likely to survive child birth as opposed to black babies who get delivered by white doctors. Or the work force where study after study shows that a black person can have the same level of degree as a white person and the white person will get the job before the black person. These are facts. Now you tell me how there is not systemic racism.

She did not say “everyone is a racist.” She obviously misspoke when she said “implicit and racial bias,” and here clarified saying that she meant implicit racial bias. Asking “which racial group are you biased towards?” Is completely misunderstanding what implicit bias is. Implicit bias is directly informed by stereotypes within culture. Even if you aren’t actively racist, knowing the stereotype “Asians are good at math,” will in a subtle way influence your thinking. This is proven science, not just “liberal mumbo jumbo.” She is saying that Americans need to be aware of these subconscious biases and try to actively counteract them.

By the way, there are already lots of criminals with long wrap sheets of 1, 2, 3 4, 5, chances - even more than that. And when you see that pattern and still don't think there is problem, you have professional issue of a lack expertise and competence. Ego that won't stop the prejudice.
Let us decriminalize all minor offenses and allow them to go unchecked over and over and over - and over, while Law Enforcement, Jails and Judges become the keepers of a merry go round justice system. I can tell you my niece was no drug kingpan, nor was her boyfriend but he low level dealer, she with him when they got arrested in sting operation. And her getting jailed and no one bailing her out was good thing. She sat there for 6 months helping get over her addiction, and then was sent to Court Appointed Half Way House for another 9 months, where she has support and worked to pay her way at that house, as she had to pay rent there. This was not her first bout with the law but her 3rd. So yes, there are second chances in the system already. She said that jail stay was the best thing that happened to her.
Where is her plan for society to address all the issues behind these problem, including poverty and education - and the cost associated with it? They don't dare question the social aspect, like single parent homes, crime, poverty, crime stats.- and things like education. No the answer is simply don't jail them, don't make the accountable, etc. -while she sits in a virtuous ivory tower thinking there is 'no crisis' happening in the streets - criminals always push limits, especially if they believe they won't be punished, or punished minimally. have to keep mopping up the mess these things create, including high crime, drug addition, trafficking.
