The dams were Russian made and that’s the problem. Corruption and unwillingness to maintain infrastructure caused this. The main dam that collapsed was on about 25 years old, but wasn’t maintained. The Russias will pick out some people to blame, but that’s all.

A map would help. Snow melt and run off.....can be overwhelming. Its usually more then a dam....but a series of dams and levee's. "When the Levee Breaks" Led Zeppelin. A dam can only release so much before over flow occurs. And often...it ain't enough....so spill ways on either side keeps the dam intact.... Hopefully. Usually over in a few days....but rain and more run off. It can be weeks. America used to be similar. Army Corp of Engineers... build's levees and Dams. After the flood...along with civilians. They usually have the heavy earth movers. Front end loaders. Scoop buckets...and as many dump trucks as they can. But only....after it recedes. They don't float. Duck boats...and canoes...and Helicopters. Help alot.

I have noticed that, when a country goes to war, the infrastructure crumbles. When dealing with infrastructure, the military wont necessarily crumble but will decrease.
It's a sad fact that in a person's mind having a better military takes precedent over the quality of people's lives.... This is where we are at right now globally.
Not to mention the amount of plastic pollution on this planet
