Why are political witnesses during a congressional hearing answering in non sequiturs. Because they know either way they answer, yes or no, they will still be charged, as an investigation could open up against them if evidence is found against them because congress has to make sure that such statements are truthful, and answering yes will result in them being arraigned immediately. So in conclusion, answering in a non-sequitur is a way to show that you bear neutrality in the subject that is asked, even though they know themselves that they are lying, and while answering in such a manner is merely prolonging the inevitability that they will be charged for the crimes that they perpetrated and a pathetic attempt at being found not guilty of perjury.
