    I was in a situation like this near Sandusky, Ohio. A state trooper stopped and offered me a ride, I complied and he took me all the way to the outskirts of Toledo, Ohio. I wholeheartedly thanked the trooper for his kindness.

      When i was 18, back in the late 90s, my stupid arse decided to pick up a friend and drive around for awhile drinking on a 6 pack. I do, looking back, consider that an act of evil despite that no one was hurt ... thanking God i did not hurt anyone. Anyway, around midnight, i dropped off my friend and was headed home when my car stalled out and would not start again. I was a good 15 miles from home on a pretty much deserted highway ... so i grabbed my last beer and started walking. I barely started when a cop passed and flashed his lights ... i chucked the beer as he was turning around but surely he did see that not to mention, looking back, i know i had to reek of alcohol. He asked me what happened and where i was headed and then he told me to get in the car .... he actually took me home (ran every red light too which i thought was cool .. no worries ... no one else was around to care). He gave me a lecture like a father would his daughter before letting me go into my home. It stuck too .... what he told me. I was playing stupid and things really should have and could have turned out much worse. This happened in Austin tx.

      In all fairness, the trooper needs to take some martial art classes or some classes on how to keep his balance, this encounter could have had a different result had the subject been a wanted criminal/ felon....

    I'm 65 yo and I would definitely provide as much help as possible to any law enforcement in need of assistance regardless if it's recommended or not .

      At no time does the officer have any duty to protect this man from himself or traffic. The man must be allowed to travel freely absent any complaint or observation of criminal activity. As long as he doesn't cross that solid white line and walk in the road he is completely legal on the easement.

    When my kids were very small we were coming home from Christmas at my mom's. The car broke down just before the river bridge that crosses from Texas to Oklahoma. It was cold and my husband and I started carrying the kids to get to phone. A state police officer came and told us that someone had called us in. He loaded us in his patrol car and took us the 6 miles home. We were so thankful. Never in my 66 years have I ever encountered a police officer that hasn't been polite or helpful.

    As for the taser, it is possible the Trooper used the "drive stun" mode which is done by activating the taser and placing it against the subject's body. This can be performed with or without a prong cartridge attached or after a prong cartridge has been deployed. You see in the video that the second Trooper does place the end of the taser against the individual's body.

      That’s what I’m thinking happened. Yes, a taser throws sparks, but only when the prong cartridge is deployed(the sparks are the cover of the cartridge being ejected out of the way and the prongs being ejected out of the cartridge towards the target. I’m this case since the original trooper was so entangled with the suspect, the second trooper would not be able to deploy the taser prongs without also hitting the original trooper too, so therefor the second trooper instead decides to use his taser in “Drive Stun” mode like any typical “Stun gun” pressed directly on the suspects body. So while a taser cartridge may not have been deployed, the taser may have been used as more of a stun gun pressed against the suspects body. But even then, that may not have even needed to happen, the 2nd trooper may have just said “stop resisting or you will be tased” or something along those lines while holding the taser near the suspects body getting ready to tease him and for once the suspect actually immediately complied so the taser didn’t need to be used… maybe…

      The taser 7 or cq7 cartridges does not shoot out confetti like the m26 /26 cartridges do and yes the taser x3 x2 taser 7 and cq7 have a dive stun mode where you do not have too take the cartridges out like the m26 x26 or x26p.

    When we broke down, we actually walked on the side of the freeway to avoid the hood at night. Knowing full well that a trooper would stop for us. And one did. He gave us a ride for about 17 miles to our exit in the better part of town. We told him that we would get lost and mugged off of the freeway, and he agreed. Saying it was his job to keep drivers safe.

      That’s all this guy had to do. The officer would have gladly taken him to a safer area (within limits of destination). There was no reason whatsoever for the guy to come unglued like he did. Zero.

      Being a state Trooper seems way more dangerous than just being an average cop. The cops show up in groups of six, troopers pull people over alone in the middle of nowhere.

    Not a single car stopped to help once this jumped off! I know it's a risk, but one I think is worth taking to help protect the people that protect all of us. Thank God the dispatcher operating the camera was on the ball getting that backup to the Trooper right away.

      No, not a good idea to stop right there or even pull over after the turn arounds. They're at the exit turnaround which there are 2 turnarounds for traffics. You take that chance stopping and running towards the officer, you also take the chances of either causing an accident or getting hit by a car. You got cars merging onto hwy 35 and then you got cars exiting hwy 35. Best way to stop is before the turnaround. But anyone who has passed them both, its already too late to stop. Thats why you see both officers pulled up on the exit turnaround to avoid traffic.

    The 2nd officer did a contact stun, where he put the muzzle on the suspect and zapped him. That’s what got him to comply.

      That is known to us in law enforcement as a drive stun, all you do is remove the cartridge and pull the trigger, documentation is still necessary in the Incident report that the taser was used.

      @@bengen19 i agree there did not appear to be and since every trigger pull is saved and will show upon download the dept would obviously know. Also to the other comment, with tasers for the last 5 or so years probably longer, you do not remove cartridge for drive stun, it arcs across the front and both cartridges are in front now. And drive stuns do not cause instant compliance hardly ever lol
      Just looked it up. I’m getting old. 2011 was the release of the new style Taser

      Lol it's a taser not a gun ..no muzzle on a taser ..it's called a drive stun for your info !! But you are correct ..I fought a guy last week took 2 full 5 second rounds from a taser and had zero effect on him ..these tasers are not always effective ..been an officer 22 years and had several people that a taser has not effected ..

      I have lived in the TWIN CITY area for 53 yrs. From my experience the Minnesota Highway Patrol has the MOST competent and compassionate officers, but the "City" cops , not so much!

    He was Drive stun, just keep the safety on the taser and when you pull the trigger it will initiate the stun, no prongs get deployed but you will still get zapped.

      The taser used does not work like that. The safety has to be off for it to activate. You can see the Trooper remove the black cartridge, and then apply the taser. Therefor the taser was an X26 or X26P. Not one of the newer X2 or something that allows for independent activation of drive stun. X26 is safety off and pull trigger. Drive stun can be used with or without a cartridge. With a cartridge, when pressed against the target the arc is not going across the doors, so it doesn’t fire unless it’s pulled away from the target.

      @@PTRRanger951 I believe that's a taser 7 due to the yellow and black coloring and long "slide" with short "grip" which does allow for drive stunning without removing the cartridge, the taser 7 no longer has the id tags on probe deployment afaik if it was deployed

      I was a cop. In my day you didn't put a hand on us or you got your ass bent. Consequently MOST people unless they were drunk, high or crazy, did NOT make the grave mistake of touching or attacking one. Especially a cop working alone. All he has is himself, far from town, and real help was a LONG way away when a fight starts. IF you could get the word out. All this is obama's make them quit, jail them or kill them program he wanted since day one. When local policing is finally all destroyed or JAILED then he will get to create the 'National Police Force" he always wanted. An NPF answering to Washington alone and operating exactly like the Gestapo, KGB, Stasi Secret Police or FBI. They already don't miss many of the Nazi's tricks these days.

      Problem is, even folks who seek out extensive martial arts training don't want to be cops. In a troop of 32 new cadets, I don't have more than 2-3 with any previous training and even then, it's only a year or two.

      You know absolutely nothing about use-of-force. Not one effing thing.
      Also, you've obviously never been in a groundfight while wearing a body armor and gunbelt...and a dude probably yelling that he'll kill you.
      I've been a use of force investigator and I've been in groundfights. This would have been a "good shoot" if the second responding officer put a pistol to perp's head and pulled the trigger.
      He should have at least delivered head strikes to the perp and ended it now. O/C and Tasing often doesn't take someone out of the fight, and with a perp that intense, the fight can change direction in one second.
      So. Go learn something about LE, go do the job, and then say something about uses of force.
      Until then, well, you're just ignorant.

    That officer was lucky to have backup close by. Those unfortunate officers in desolate places like New Mexico (Officer Darian Jarrott ,. R.I.P.) , have no backup within a half hour sometimes. Luckily citizens and truck drivers will sometimes jump in and help the officer.

      Jarrott was set up by the feds to deal with a dangerous subject on his own with no heads up about the situation.
      IMO the feds were an accessory in this instance, therefore they should be disbanded and replaced by a Cadre of selected state LEOs and Sherrifs representing the states and counties instead of the feds picking their own to represent themselves.

    I have personally have always found State Troopers to be helpful and for the most part, even friendly. I think Troopers everywhere deserve a lot of respect. They have a tough, lonely job.

      I’ve had ONE interaction with a state trooper, and let’s just say I could have lost my license, paid a HEFTY fine, and had my car impounded due to the situation, and he wrote me a seatbelt ticket. I was on the way home from work, my music was too loud, I was driving too fast and not paying attention to my surroundings so I was speeding in a construction zone. I was 17, just a kid, and soon thereafter was shipping off to boot camp. The dude was cool as a cucumber, and it helped that I wasn’t heckling him. Mutual respect goes a LONG way.

      That is because they are often trained a lot more extensive then your typical city cop or sheriff. Use to be that you had to be a certain height to be a State Trooper and they had to have military experience. Which a lot of State Troopers that get the job do have a military background.

    Years ago, my truck broke down on I-10, I hoofed it across a field to a farmhouse where they called the local Sheriff to give me a ride into town. I happily accepted the ride into town, it wasn't until I was in his car that I realized I had my 1911 Colt in a holster on my hip. I didn't bother to tell him, and he didn't bother to ask. But the lesson here is, you never know what you're going to get on a traffic stop. Be careful.

      At no time does the officer have any duty to protect this man from himself or traffic. The man must be allowed to travel freely absent any complaint or observation of criminal activity. As long as he doesn't cross that solid white line and walk in the road he is completely legal on the easement.

    I have to give a lot of credit to a dispatcher in saving my life, one who can detect the sound of an officer's voice in trouble; I was called to a restaurant where 6 suspects were causing a disturbance and damaged, upon arrival to the scene, the suspects were gone; since it was close to code-7 (lunch) I stayed on scene to take the report. I was unaware several of the suspects had returned through a side door and they attacked me from behind. Being on code 7, I had my radio on top of table, and it went flying, since the restaurant was packed, I threw out my arms and like a football player, prior to law enforcement drove them out of the restaurant, into the parking lot. With no radio to call for help, the fight was on, and I could only use one arm, since the other was holding tight on my service revolver, which the suspects were trying to get. I could not draw my weapon, to many other people in the parking lot standing around watching. A young girl who was in the restaurant with her family found my radio and by the grace of our Lord, she made her way through this this fight and held it up to me, where I grabbed it and called out a 999, yet before I could give location and the radio was taken from me. The dispatcher knew my voice and put out the call on all channels and surrounding departments; "999 officer in trouble", the code where everyone responds ASAP. Unknown to me, a state task force of several agencies was setting up to raid a house for narcotics. Within seconds unknown people were pouring in to help me, at first was scared, I was not made aware of this undercover team., then they started taking out their badges. Yes, I could have gone to my firearm during this fight, since I had my nose and jaw broken, several ribs broken, a large gash above my right eye blinding me and in need of stitches and a severe concussion, to the point of almost passing out. I spend several days in the hospital, more recovery at home and assigned light duty before returning to full duty. The city awarded the dispatcher and the small child who bought me my radio for saving my life.

      My dispatchers actually got mad at me on occasions where I could be in high stress, people calling saying your officer is fighting with someone or whatever and I'm like I'm good here. They always said they couldn't ever tell if I was in trouble or not. Same flat monotone all the time. It served me well to keep my shit together at all times while on duty......and off for the most part. I could see what they're talking about though. Other officers would get louder or their tone would change. Apparently mine never did. Dispatchers are awesome and take so much crap for their officers!

      @@jasonsimmons6684: I heard the modern officers did away with using codes, we had a code system, which must be mastered before ever getting into a patrol unit and our Dispatchers knew the codes as well, saves airtime; plus, if one work the streets long enough, one get to know the others on their squad and what their abilities are to handle calls. I didn't need Dispatch to advise me to back up another officer if I heard stress in his voice over the radio, if everything is Code-4, we chat for a few seconds, then back on patrol.

    Back in 82 me and my bf hitched to and from MPLS. Troopers were helpful towards us. Certain places we had to stand to hitch. Wouldn't dream of that now.

      Many years ago I got in a fight with a no-shit karate black belt....Somehow, I never hit him. He didn't hit me.....He let me throw punches and kicks until I was so worn out I could only glare at him, wheezing my lungs out, and with my hands on my knees to avoid falling down. He asked me if I was done.....I agreed.
      Years later, I was told by another for-real karate practitioner that I was fortunate to be fighting a highly skilled person.....Someone with lesser training would have hurt me.
      True story.....There is a point here......Cops need effective training to stop these fights before they become dangerous.

    Taser was deployed genius. There’s two ways to deploy a taser:
    1- deploy with prongs: your confetti with 2 cable darts
    2- stun: without a cartridge it can be deployed directly onto a person to stun them just like old school stun guns
    Clearly you can see the second trooper deploy it twice as a stun device applying it directly to the suspects body.

    My daughter was new to our city and got lost. She went to the nearest police station and asked if she could have a ride home. She gave him the address and the police officer kindly gave her a ride home. Most Police officers are willing to help when needed.

    FYI narrator: The taser does not release "confetti" (called AFID tags) when it's used in drive stun (body contact) mode as it may have been used here. It only discharges AFIDs when you fire the darts out. And you most likely would not have seen those AFID tags anyway had they been released due to the long range of the camera shot.

      I’m glad you said because I was going to add that. One correction though, they’re not ‘darts’; they’re barbed prongs. The narrator does “confirm there was no taser deployment” and technically he would be right. However, as you said, a drive stun was used to get this individual to comply.

      Yes, the tags actually have a serial # printed on them so it can be determined who fired the taser shot. Each cartridge serial # is assigned to specific officers just for this reason.

Most people are familiar with it shooting out two prongs that embed in the suspect and Trail wires which carry the electrical current. This allows the taser to be used at some distance, however it also has contact prongs on the face of it that allows it to be used like a conventional handheld stun gun.

    Tasers have two modes. You'll see the Trooper appear to flip a switch near the head of the taser. That's him locking the cartridge and putting it in stun mode, which wouldn't eject the barbs, yet still deliver a shock to the suspect.

    This was an awesome video. I too like cameras too assist law enforcement, citizens can check if the freeway has too much snow, or not enough. I know we have no privacy with vehicles telling on you, cameras everywhere etc. So don't fight it as this will help law enforcement if they get hurt, backup and ems will be right there.       The Troopers protected the individual who was walking along the busy interstate. There are signs posted at every on-ramp that specifically states no slow-moving vehicles, pedestrians, nor tractors allowed on the interstate. As a CDL-A Commercial Truck Driver I understand this law. You ever heard of "suicide by Truck" where a mentally disturbed individual will step out in front of a moving Tractor-trailer that's doing 65mph fully loaded? Yea, it happens. So pedestrians need to stay off the interstates and freeways where traffic is moving at high speeds, including Commercial vehicles, and a pedestrian can easily get struck by oncoming, or outgoing traffic. It was very dangerous for this individual to be walking in a restricted area. So once again, thank you Minnesota State Troopers for saving lives. 👍👍👍

    He did deploy the taser - they operate as a contact weapon also. - That is what the second trooper was doing when he ran up. He saw he could not deploy it as a barbed projectiles and he was trying to get it switched to a contact deployment. - They give a jolt that usually gets someone's attention, and they feel sort of like a wasp sting when you get zapped with one, but the pain quickly subsides once contact is removed. It looked like the trooper hit him about 3-4 times to get him to comply.

      Nope, the cartridge containing the barbs and wires has to be removed before deployment in the drive stun mode. I watched the video several times and it appeared the second trooper did not remove the cartridge . If he had pulled the trigger, the barbs would have connected with the suspect, wires would be exposed and the id tag confetti be all over. It's a lot more than a wasp sting. Mental illness is a serious problem these days.

It is selectable between contact and projections. - Perhaps you have an older model? (The 1st generations did only have projectiles. The 2nd generation included confetti with serial numbers)

    Troopers in Washington State are taught to take someone to the ground by simply grabbing one leg and lifting the torso up. trying to take someone to the ground by a shoulder bear hug rarely works.

    I actually got a ride off the freeway by a couple of nice Grand Rapids, MI police. I had got lost downtown and my friends left (this was before cellphones) and Division was kind of a scary street in the 1980s so I started walking down US-131. I made it about 2 miles and they stopped me and then dropped me off at home.

    As a retired cop, my thought when I was on the job, was that if I was alone and a suspect got me on the ground and was overpowering me, I would end him. Too easy for the suspect to deliver a good knockout punch and then take my gun. If a suspect attacks a cop, all bets are off. For the measly $25 an hour my city paid me, it wasn't enough to let some POS keep me from me going home to my family. It is so bad out there now, all these perps want to fight, resist or flee. Hardly anyone just gets arrested anymore. Our society is broken!

      Unfortunately, today's law enforcement officers are of the opposite breed of ones years ago. New recruits aren't looking to help people, the more time that passes they make sure the good ones get weeded out. My father was a decorated officer who loved his community. Within a year of the war on drugs, realizing they had him destroying lives, and not helping anyone, he got a job helping addicts and their families. There's always an exception to the rule. But the "good guys" are not good anymore. The bad guys have not changed. Most importantly the vast majority of law abiding citizens are terrified of law enforcement. They'd be fools if they weren't.

    I am very sorry to say the person walking on the highway behaved exactly like I saw many students behave in elementary public schools I served in the last 6 years. Disobeying rules and directions is commonplace and the person disobeying is treated as a special person who should receive rewards for later compliance of any level. Every action of the person walking was familiar to me, having witnessed it or experienced it in 3 different schools.
    I ended a 40 year career in education because of the refusal of the school district and administrators to enforce rules and staff with any negative consequences for disobedience.
    If this sounds negative, I am not telling the half of it. If it sounds dangerous to most of the school population, staff, and anyone these students interact with, that is correct.

    Lol kinda reminds me of my younger days when I used to hitch hike a lot, but I never had the issue of being thrown to the ground by any LEO, I usually had good relationship with them, up to and including being given a ride at least to the county line or a on ramp so "I'd be safe", but that was back in the '80's and ain't no way I'd try it now, too many cretins who would cut your throat for no reason

    For anyone on the suspects side, there are good reasons for laws and asking people to comply. If someone is already doing something illegal, there can be more and Police need to be able to check. Some other illegal usage of the freeway has turned into a LOT more, and that's why the law is there. And for PROTECTION. It's distracting motorists, too. Well done and with little force on Officer's part.

      Hitchhiking is only illegal because the local governing law enforcement can't trust its own citizens to make safe decisions cross the road when safe too and choosing trustworthy people to ride with idk that's no place for the government to step in for, that dude didn't hit the officer he held his hands and they fell, dude had no clue why they were tussling tbh it went from normal convo to the floor rq for seemingly no reason other than the officer felt like he was too inept or incapable of using his eyes ears and feet just strange imo

    While hiking one day in New Hampshire's White Mountains, I came down the wrong trail and realized I was about three miles from where I had parked at the start of the hike. So I started walking on the highway in the direction of my car. A trooper pulled up beside me and told me that walking on the highway was prohibited for safety reasons. I apologized and explained that I knew of no other route to take. He told me to hop in his cruiser and gave me a ride to the parking lot where I had parked my car. He could have given me a citation and driven off.

    Thank you Police Officers. While i cherish my freedom we still need basic order and rules. The cop may have easily taken him a bit further where he could have walked safely. A pity it came to this situation.
    I understand there can sometimes be police that push authority but this did not seem to be the case.
    Respect the police and we all live under the same law.

    The guy may have not been "Tased" but the stun gun light was on, so it looked like he was stunned. He sure lay still even when they let go of him which is difficult to do with an Adrenalin rush. He was in the wrong and he did resist detention. LESSON: Don't walk on freeways or expressways.

Haven’t you ever wondered why nobody listens to you when you complain about police and claim that reform is needed? This is why. It’s incredible that people can’t see this. Facts matter, feelings and the volume of them, do not. It’s 2023.     I like to monitor police radio traffic. Where I'm from, when a solo officers commands are ignored with the person walking away, the officer will follow at a distance while help is on the way. That's the way it should be no matter how far out.

      The stop was not based on any actual law. So it must have been consensual. If the man wished to leave and the officer detained him without suspicion or cause then it was unlawful.
      The roadway is the area between the solid white lines. The man was walking in the "easement" alongside the roadway commonly used for emergency stops or slow moving vehicles.

      At most he should have been wearing an orange reflective triangle to signal "slow moving vehicle" per Federal traffic regulations.
      Imagine a world where the public servant stops him not to effect arrest for some fabricated crime. But, instead to provide such safety equipment and perhaps a bottle of water. I am confident that a cheap vest would cost the tax payers less than what happened here.

    FYI: the taser only discharges "confetti" only when the prong projectile cartridge is used... There is no "confetti" when drive stun is used (drive stun is when the taser has the prong cartridge removed and the taser is in direct contact with the body when activated).

    Just wanted to point out that there would be no taser confetti in this case as the trooper removed the cartridge that contains the barbs and confetti allowing the use of the taser for direct contact; this is why the trooper was pressing it against the road walker. Chances are it was deployed as a contact devise rather then a ballistic one

      Quick FYI. The cartridge does not have to be removed for what is called a drive stun. Looks like the officer forgot to disengage the safety before attempting to drive stun the individual.
