1) the female singer is called Paola Folli
2) they wear that Indian disguise only for ''stage'' reasons: in the early 2010s concerts they used to say that they went to India for find themselves (just like the Beatles), but it was obviously a joke
3) the music of this song was written by Rocco Tanica (the "keyboardist", as he calls himself: but he's a really good composer and musician). The lyrics talk about a woman that has problems with the water in the shower, and about her neighbour that complains about it.

This song has a long story.
The theme: it's about a condo meeting where tenants argue about water infiltrations from the ceiling (plafone). In its first draft the song was about cumming on countries on a map of the world (!).
The singer(s): in this concert the female singer name is Paola Folli (and she does backvocals in every song too), but in the studio version the female is Antonella Ruggiero former "Matia Bazar" group lead singer. Originally they tried to reach the famous singer Mina, but she refused or never answered to their request. This is because that range of notes is very difficult to manage, and only few singers can reach them, Mina being one of them. Or Antonella. Or Paola. :) The male singer is the lead singer of "Elio e le Storie Tese" that is Elio.
And Rocco told he used a ‘pre-set’ harmony made by a digital device and then he improvised the melody over it

it is impossible for those who do not know Italy to understand Elio and the Storie Tese.
Aside from the double entendres, there are many other ironic nuances that could be mistaken for (poor quality) comedy abroad.

Concerning the outfit, they are mocking the kind of Sgt. Pepper outfits: during this tour, they faked that they went through a trip to India that profoundly changed them, both spiritually and musically (so, really quoting the Beatles). So, their outfit is part of the comedic side of things.
Recipe of the day. Take 1/4 of Genesis, a pinch of Pink Floyd, just enough of Frank Zappa's madness, and a little bit of Area. Now shake everything and you will have EELST!!
I recommend listening to "Ritmo disbilenco" and "Come gli Area". Even if the other hit is Tapparella and Servi della Gleba, but if you don't understand Italian, you will never be able to understand them.🤣

They are a musical group of very good musicians (they also accompanied James Taylor in a concert in Italy), but they always joke with silky face in the lyrics... Here, for example, they talk about a meeting and a condominium with the usual quarrels.
In the final spoken part, the singer explains that the final note was really his and not a playback and that it is actually not a real note but a well-managed burp
They make serious music with comedy-ish lyrics and attitude. This song is about arguments between neighbours due to the humidity in the lower floor neighbour house caused by the upper floor neighbour having a shower.

The whole song is silly (as Cociancich wrote you some comments ago). Adorably silly IMHO. The last part and that last note actually reminds of the typical sardinian folklore. If you go look for some stuff about sardinian singing you'll find out from where it comes.
They also made a song (or even better they hosted them in their "best of") with a sardinian folk group. The song's name is "Sos Epidos". Maybe you'll find it on youtube.
imo, you really can't react to elio if you are not italian and understand the double meanings and contest, they are a kind of "satirical" band
